MINUTES OF PROCEEDINGS

Meeting No. 56

Tuesday, November 24, 1998

The Standing Committee on Health met at 9:10 a.m. this day, in Room 308, West Block, the Chair, Joseph Volpe, presiding.

Member(s) of the Committee present: Bernard Bigras, Elinor Caplan, Grant Hill, Ovid Jackson, Maria Minna, Denis Paradis, Judy Wasylycia-Leis.

Acting Member(s) present: Lynn Myers for Aileen Carroll, Keith Martin for Reed Elley.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Witness(es):From the House of Commons: Keith Martin, Member of Parliament; From the Health Canada: André LaPrairie, Blood, Tissue, Organ and Xenotransplantation (BTOX) Project Manager; Dennis Brodie, A/Manager, Policy Division, Bureau of Policy and Coordination

Pursuant to Standing Order 108(2), the Committee commenced its consideration of a progress report from Health Canada in the area of organ transplantation.

Keith Martin made a statement and answered questions.

André LaPrairie made a statement and, with Dennis Brodie, answered questions.

Lynn Myers moved, -- That the Standing Committee undertake a study into Canada's organ donation situation, as suggested in a letter to the Committee Chair dated November 24, 1998 from the Minister of Health, and that the evidence taken during the present meeting be incorporated into that study.

Debate arose thereon.

Judy Wasylycia-Leis moved the following amendment -- That the motion be amended to read that the Committee consider undertaking a study into Canada's organ donation stituation after the Committee has dealt with the matter of the state of the health care system in Canada, once the Committee has invited stakeholders to discuss the adequacy of federal health cash transfers on our medicare model.

Debate arose thereon.

By unanimous consent, the amendment was withdrawn.

The Committee resumed consideration of the main motion.

The question was put on the motion and it was agreed to on division.

At 11:40 a.m. the Committee adjourned to the call of the Chair.
