Meeting No. 64

Thursday, November 26, 1998

The Standing Committee on Agriculture and Agri-Food met at 11:01 a.m., this day, in Room 237-C, Centre Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Garry Breitkreuz, Murray Calder, Denis Coderre, John Harvard, Jake Hoeppner, Joe McGuire, Dick Proctor, Paul Steckle and Rose-Marie Ur.

Acting Member present: Myron Thompson for Howard Hilstrom.

Other Member present: Rick Laliberté.

In attendance: From the Library of Parliament: Frédéric Forge, Researcher and Jean-Denis Fréchette, Economist.

Witnesses: From the Western Barley Growers Association: Greg Rockafellow, President; Ed Armstrong, Director. From the Canadian Canola Growers Association: Bruce Dalgarno, Past President. From the "Union des producteurs agricoles du Québec ": Yvon Proulx, Economist, Research and Agriculture Policy. From the Ministry of Agriculture and Food of Saskatchewan: The Honourable Eric M. T. Upshall, Minister of Agriculture and Food.

Pursuant to Standing Order 108(2), and its Order of Reference dated October 27, 1998, the committee resumed the study of the upcoming crisis in farm incomes (See Minutes of the Committee of October 27, 1998, Meeting No. 51).

Bruce Dalgarno, Ed Armstrong, Yvon Proulx and the Honourable Eric M.T. Upshall made opening statements and, with other witnesses, answered questions.

At 1:04 p.m., the Committee adjourned to the call of the Chair.
