MINUTES OF PROCEEDINGS

Meeting No. 51

Tuesday, October 27, 1998

The Standing Committee on Agriculture and Agri-Food met at 9:03 a.m. this day, in Room 269, West Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Paul Bonwick, Rick Borotsik, Murray Calder, Denis Coderre, John Harvard, Howard Hilstrom, Jake Hoeppner, Larry McCormick, Joe McGuire, Denis Paradis, Dick Proctor and Rose-Marie Ur.

Acting Member present: Rick Casson for Garry Breitkreuz.

In attendance: From the Library of Parliament: Frédéric Forge, Researcher and Jean-Denis Fréchette, Economist.

Witnesses: From the Canadian Sugar Institute: Sandra Marsden, President. From the Canadian Sugar Beet Producers' Association Inc.: Mark Kuryvial, President; Ken Yuill, First Vice-President.

Pursuant to Standing Order 108(2), the Committee resumed its "Take Note" Hearings on the Upcoming World Trade Organization (WTO) Negotiations on agriculture. (See Committee Minutes on October 22, 1998, Meeting No. 50).

Sandra Marsden and Mark Kuryvial made opening statements and, with Ken Yuill, answered questions.

At 10:40 a.m., the sitting was suspended.

At 10:42 a.m., the sitting resumed.

The Chair presented the Third Report of the Sub-Committee on Agenda and Procedure, which reads as follows:

The Sub-Committee on Agenda and Procedure of the Standing Committee on Agriculture and Agri-Food has the honour to presents its

THIRD REPORT

Your Sub-Committee met on Thursday, October 22, 1998 to consider the future business of the Committee, and has agreed to make the following recommandations:

1. - That, the budget relating to the proposed "Take Note" Hearings on WTO Negotiations, totaling $76.900. for witnesses expenses be agreed to, and

- That, the Chair be authorized to submit it to the Liaison Committee.

2. - That, more funds be requested, for witnesses expenses, as more names of witnesses will be supplied to the Committee for the WTO Hearings and the Farm Income and Commodity prices issues.

3. -That, this Committee study and report to the Government on the upcoming crisis in farm incomes due to the world-wide collapse of commodity prices. The Committee should review and report to the Minister, the extent of the crisis and the direction that it is going.

After debate, Larry McCormick moved, - That, the Third Report of the Sub-Committee on Agenda and Procedure be agreed to.

After debate, it was agreed - That, some editorial changes be made to the third paragraph of the Report, to read as follows:

- That, this Committee study the upcoming crisis in fram incomes due to the world-wide collapse of commodity prices. The Committee should review and report to the House of Commons, the extent of the crisis and the direction that it is going.

Howard Hilstrom, moved an amendment thereto:

- That, the third paragraph of the Report be amended, by striking out the second sentence, and replacing it with the following:

The Committee should also review and report to the House of Commons potential solutions to the crisis.

After debate, the question was put on the amendment, and it was agreed to, on a show of hands.

Accordingly, the third paragraph, as amended, reads as follows:

- That, this Committee study the upcoming crisis in farm incomes due to the world-wide collapse of commodity prices. The Committee should also review and report to the House of Commons potential solutions to the crisis.

The question was put on the Third Report of the Sub-Committee on Agenda and Procedure, as amended, to be concurred in and it was agreed to.

At 11:03 a.m., the Committee adjourned to the call of the Chair.
