MINUTES OF PROCEEDINGS

Meeting No. 50

Thursday, October 22, 1998

The Standing Committee on Agriculture and Agri-Food met at 8:02 a.m., this day, in Room 237-C, Centre Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Garry Breitkreuz, Murray Calder, Denis Coderre, John Harvard, Howard Hilstrom, Jake Hoeppner, Larry McCormick, Joe McGuire, Dick Proctor and Rose-Marie Ur.

Acting Member present: Brent St. Denis for Paul Bonwick.

Associate Member present: Peter Adams.

Other Members present: Charlie Penson and Gerald Keddy.

In attendance: From the Library of Parliament: Jean-Denis Fréchette, Economist.

Appearing: The Honourable Lyle Vanclief, Minister of Agriculture and Agri-Food.

Witnesses: From the Department of Agriculture and Agri-Food Canada: Frank Claydon, Deputy Minister; Mike Gifford, Director General, International Trade Policy Directorate, Market and Industry Services Branch.

Pursuant to Standing Order 108(2), The Committee commenced the "Take Note" Hearings on the Upcoming World Trade Organization (WTO) Negotiations on agriculture.

The Honourable Lyle Vanclief made an opening statement and, with Mike Gifford, answered questions.

At 9:04 a.m., the sitting was suspended.

At 9:07 a.m., the sitting resumed.

At 10:07 a.m., the sitting was suspended.

At 10:11 a.m., the sitting resumed.

The Committee proceeded to consider the motion on notice of Hélène Alarie, (See Committee Minutes of October 20, 1998, Meeting No. 49).

- That, the Committee recommends that the Minister deal equitably with all affected producers and that he make compensatory measures retroactive to January 1, 1997.

After debate, it was agreed, - That, the motion should stand, pending a legal advice on the retroactivity, as requested, for a period of not more than ten (10) days, after which, the Committee will consider the motion, not later than Thursday, November 5, 1998.

At 10:22 a.m., the meeting was suspended.

At 10:24 a.m., the meeting resumed.

The Sub-Committee on Agenda and Procedure proceeded to meet in camera, to consider future Committee's business.

At 10:51 a.m., the Committee adjourned to the call of the Chair.
