Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions: (1) Nos. 352-0011 and 352-0200 concerning impaired driving. -- Sessional Paper No. 8545-352-73; (2) No. 352-0063 concerning the sexual exploitation of minors. -- Sessional Paper No. 8545-352-74; (3) Nos. 352-0073, 352-0074, 352-0083 to 352-0085, 352-0095 to 352-0097 and 352-0099 to 352-0101 concerning Québec-Téléphone. -- Sessional Paper No. 8545-352-75.

Presenting Reports from Committees

Mr. Guimond (Beauport -- Montmorency -- Orléans), from the Standing Committee on Public Accounts, presented the 1st Report of the Committee (Chapter 12 of the October 1995 Report of the Auditor General). -- Sessional Paper No. 8510-352-11.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Issue No. 36 of the 1st Session of the 35th Parliament and Issue No. 1, which includes this Report) was tabled.

Presenting Petitions

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

Questions on Order Paper

Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-47 on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Gilmour (Comox -- Alberni), seconded by Mr. McClelland (Edmonton Southwest), moved, -- That, given that the Senate has failed to respond to a message from this House requesting that a representative of the Senate Standing Committee on Internal Economy, Budgets and Administration appear before the Standing Committee of Government Operations to account for $ 40,000,000 of taxpayers' money, this House express its dissatisfaction with the Senate for disregarding modern democratic principles of accountability and, as a consequence, notice is hereby given of opposition to Vote 1 under Parliament in the Main Estimates for the fiscal year ending March 31, 1997.

Debate arose thereon.

The House resumed consideration of the motion of Mr. Gilmour (Comox -- Alberni), seconded by Mr. McClelland (Edmonton Southwest), in relation to the Business of Supply.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. Meredith (Surrey -- White Rock -- South Langley), seconded by Mr. Ramsay (Crowfoot), -- That, in the opinion of this House, the government should amend Part XXIV of the Criminal Code -- Dangerous Offenders -- to provide:

      1. that where an offender is convicted of
      (a) a sexual offence involving a child, or
      (b) an offence set out in
        (i) section 271 (sexual assault) that has been proceeded with by way of indictment,
        (ii) section 272 (sexual assault with a weapon, threats to a third party or causing bodily harm), or
        (iii) section 273 (aggravated sexual assault), or an attempt to commit any of these offences, the offender shall, before being sentenced, be examined by two psychiatrists to determine
      (c) in the case of sexual offence involving a child, whether the offender is likely to commit or attempt to commit such an offence in the future, and
      (d) in the case of an offence referred to in section 271 that has been proceeded with by way of indictment, or section 272 or 273, whether the offender is likely to cause or attempt to cause death, injury or serious psychological harm to another person through a failure in the future to control his or her sexual impulses; and
      2. that where the psychiatrists conclude
      (a) in the case of a sexual offence involving a child, that the offender is likely to commit or attempt to commit such an offence in the future, or
      (b) in the case of an offence mentioned in section 271 that has been proceeded with by way of indictment, or section 272 or 273, that the offender is likely to cause or attempt to cause death, injury or serious psychological harm to another person through a failure in the future to control his or her sexual impulses,
    the Attorney General of the province in which the offender was tried shall direct that an application be brought to have the offender declared a dangerous offender. (Private Members' Business M-116)
