Pursuant to Standing Order 32(2), Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions: (1) No. 351-4141 concerning East Timor. -- Sessional Paper No. 8545-352-65; (2) Nos. 351-4170, 351-4172 and 351-4245 concerning the Criminal Code of Canada. -- Sessional Paper No. 8545-352-15G.


The Acting Speaker laid upon the Table, -- Report of the Canadian parliamentary delegation which visited Chile from April 8 to 11, 1996. -- Sessional Paper No. 8565-352-62.

Motions

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Dion (President of the Queen's Privy Council for Canada and Minister of Intergovernmental Affairs), moved, -- That, pursuant to its mandate in relation to the Comprehensive Review of the Young Offenders Act (Phase II) and, specifically, to observe how the youth justice system operates in practice, the Standing Committee on Justice and Legal Affairs (six Members: four from the Liberal Party including the Chair, one from the Bloc québécois and one from the Reform Party) be authorized to travel to Toronto, London and Windsor, Ontario, from Sunday, June 2 to Thursday, June 6, 1996 in order to hold public hearings, visit sites (young offender facilities and programmes) and meet with officials, and that the necessary staff do accompany the Committee.

The question was put on the motion and it was agreed to.

M. Gauthier (Roberval), seconded by Mr. Duceppe (Laurier -- Sainte-Marie), moved, -- That the House endorse the declaration of the Prime Minister of Canada, who stated in 1985, "If we don't win, I'll respect the wishes of Quebeckers and let them separate."

Mr. Bellehumeur, seconded by Mrs. Dalphond-Guiral (Laval Centre), moved the following amendment, -- That the motion be amended by adding after the word "stated" the following:

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Boudria (Glengarry -- Prescott -- Russell), moved, -- That ten Members of the Standing Committee on Agriculture and Agri-Food and the necessary support staff, be authorized to travel to Washington, D.C., for three days between May 27, 1996 and June 5, 1996, in relation to the impact of the U.S. Farm Bill on Canadian Agriculture.

The question was put on the motion and it was agreed to.
