VACANCY

The Speaker informed the House that a vacancy had occurred in the House of Commons for the Electoral District of Hamilton East, in the Province of Ontario, by reason of the resignation of Ms. Copps, and that, pursuant to subsection 25(1)(b) of the Parliament of Canada Act, he had addressed, on May 1, 1996, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

GOVERNMENT ORDERS

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Gagliano (Minister of Labour), seconded by Mr. Dion (Minister of Intergovernmental Affairs), moved, -- That in relation to Bill C-33, An Act to amend the Canadian Human Rights Act , not more than one further sitting day shall be allotted to the consideration of the second reading stage of the Bill, and, fifteen minutes before the expiry of the time provided for government business on the allotted day of the second reading consideration of the said Bill, any proceedings before the House shall be interrupted, if required, for the purpose of this Order and, in turn, every question necessary for the disposal of the said stage of the Bill shall be put forthwith and successively, without further debate or amendment.

Mrs. Ablonczy (Calgary North), seconded by Mr. White (North Vancouver), moved the following amendment, -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    "Bill C-33, An Act to amend the Canadian Human Rights Act, be not read a second time but that it be read a second time six months hence."
