Introduction of Private Members’ Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Johnston (Wetaskiwin), seconded by Mr. Strahl (Fraser Valley East), Bill C–383, An Act to provide for the settlement of labour disputes affecting west coast ports by final offer arbitration, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. McTeague (Ontario), seconded by Mr. McKinnon (Brandon–Souris), Bill C–384, An Act to amend the Canadian Radio- television and Telecommunications Commission Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Government Orders

Mr. Rocheleau (Trois-Rivières), seconded by Mrs. Guay (Laurentides), moved, — That this House condemn the federal government which, because of its policies, is in large measure responsible for increasing poverty in the regions of Quebec, especially the loss of 10,000 jobs at Canada Post; the offloading of regional airports and ports without adequate financial compensation; the tightening of employment insurance eligibility criteria that has adversely affected seasonal workers, among others; the setting of fees for coast guard services; the significant reductions in fishing quotas in Quebec; the refusal to extend the framework agreement on regional economic development with the Quebec government; and, finally, increasing unilateral intervention in regional development matters without consideration of Quebec’s areas of jurisdiction.

Debate arose thereon.

The House resumed consideration of the motion of Mr. Mills (Red Deer), seconded by Mr. Frazer (Saanich–Gulf Islands), — That, in the opinion of this House, all proposed peacekeeping or peace enforcement commitments involving more than 100 Canadian personnel should be put to a free vote in the House for approval or rejection; (Private Members’ Business M–31)

And of the amendment of Mr. Brien (Témiscamingue), seconded by Mr. Leroux (Shefford), — That the motion be amended by deleting all the words after the word “all” and substituting the following:

“projects of military commitments abroad involving Canadian troops must, as soon as possible, be the subject of a vote in the House in order to recommend their approval or rejection to the government.”
