Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (Fraser Valley West), seconded by Mr. Hermanson (Kindersley -- Lloydminster), Bill C-245, An Act to amend the Financial Administration Act and the Auditor General Act (review of budget speech), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. O'Brien (London -- Middlesex), one concerning the National Energy Board (No. 351-0251);

-- by Mr. Abbott (Kootenay East), one concerning euthanasia (No. 351-0252).

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Silye (Calgary Centre), seconded by Mr. McClelland (Edmonton Southwest), moved, -- That this House implore the government to initiate immediate consultations with Canadian taxpayers and provincial governments on the creation of a fair and integrated reform of the entire tax system which incorporates the principles of equity, efficiency and effectiveness, thereby reducing the tax burden on Canadians.

Debate arose thereon.

MOTIONS

By unanimous consent, it was ordered, -- That, notwithstanding any Standing Order:

      1. the Standing Committee on Finance be instructed to report Bill C-17, An Act to amend certain statutes to implement certain provisions of the budget tabled in Parliament on February 22, 1994, no later than Wednesday, May 25, 1994;
      2. the report stage of the said bill shall be on Thursday, May 26 and Monday, May 30, 1994, and, at fifteen minutes before the expiry of the time allotted for Government Orders on Monday, May 30, 1994, the Speaker shall put all questions necessary to dispose of the report stage of the said bill without further debate and any divisions necessary shall be taken immediately; and
      3. the third reading stage of the said bill shall be on Tuesday, May 31, 1994, and, at fifteen minutes before the expiry of the time allotted for Government Orders on Tuesday, May 31, 1994, the Speaker shall put all questions necessary to dispose of the third reading stage of the said bill without further debate and any divisions necessary shall be taken immediately.

At 3:00 p.m., pursuant to Standing Order 45(5)(a), the House resumed consideration of the motion of Mr. Young (Minister of Transport), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), -- That Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, be now read a second time and referred to the Standing Committee on Transport.

And on the amendment of Mr. Bouchard (Leader of the Opposition), seconded by Mr. Guimond (Beauport -- Mont- morency -- Orléans), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

      ``this House declines to give second reading to Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, because the principle of the Bill is flawed due to the fact that it contains no provisions aimed at making the work done by lobbyists more transparent.''

The House proceeded to the deferred division on the sub-amendment of Mr. Harper (Simcoe Centre), seconded by Mr. Hanrahan (Edmonton -- Strathcona), -- That the amendment be amended by adding after the word ``lobbyists'' the following:

      ``in Canada''.
