Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Gagnon (Québec), seconded by Mr. Loubier (Saint- Hyacinthe -- Bagot), Bill C-238, An Act to amend the Income Tax Act (Child support payments), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Anderson (Minister of National Revenue), for Mr. Martin (Minister of Finance), seconded by Mr. Rock (Minister of Justice), moved, -- That the Bill be now concurred in at report stage.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Orders 76.1(11), Mr. Anderson (Minister of National Revenue), for Mr. Martin (Minister of Finance), seconded by Mr. Rock (Minister of Justice), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the third time and passed.


Mr. Rock (Minister of Justice), for Mr. Gray (Leader of the Government in the House of Commons), seconded by Mr. Anderson (Minister of National Revenue), moved, -- That the Standing Committee on Procedure and House Affairs be instructed to prepare and bring in a bill, in accordance with Standing Order 68(5), respecting the system of readjusting the boundaries of electoral districts for the House of Commons by Electoral Boundaries Commissions, and, in preparing the said bill, the committee be instructed to consider, among other related matters, the general operation over the past thirty years of the Electoral Boundaries Readjustment Act, including:

      (a) an assessment of whether there should be a continual increase in the number of Members of the House of Commons after each census, as now provided in section 51 of the Constitution Act;
      (b) a review of the adequacy of the present method of selection of members of Electoral Boundaries Commissions;
      (c) a review of the rules governing and the powers and methods of proceedings of Electoral Boundaries Commissions, including whether these Commissions ought to commence their work from the basis of making necessary alterations to the boundaries of existing electoral districts wherever possible;
      (d) a review of the time and nature of the involvement of the public and of the House of Commons in the work of Electoral Boundaries Commissions;

That the committee have the power to travel within Canada and to hear witnesses by teleconference; and

That the committee report no later than December 16, 1994. (Government Business No. 10)

Mr. Abbott (Kootenay East), seconded by Mr. Stinson (Okanagan -- Shuswap), moved the following amendment, -- That the motion be amended by deleting Paragraph (a) and substituting the following:

      ``(a) a formula to cap or reduce the number of seats in the House of Commons;''

The House resumed debate on the motion of Ms. Marleau (Minister of Health), seconded by Mrs. Finestone (Secretary of State (Multiculturalism) (Status of Women)), -- That Bill C-7, An Act respecting the control of certain drugs, their precursors and other substances and to amend certain other Acts and repeal the Narcotic Control Act in consequence thereof, be now read a second time and referred to the Standing Committee on Health.

Ms. Bridgman (Surrey North), seconded by Mrs. Ablonczy (Calgary North), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

      ``Bill C-7, An Act respecting the control of certain drugs, their precursors and other substances and to amend certain other Acts and repeal the Narcotic Control Act in consequence thereof, be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject matter be referred to the Standing Committee on Justice and Legal Affairs.''

      (a) amend the Official Languages Act to reflect the philosophy of ``territorial bilingualism'', which holds that French should be the predominant language of Quebec and English the predominant language of the other provinces, and that federal government services should be available to official language minorities in their own language in any part of the country where there is demonstrable local public demand;
      (b) continue to facilitate the use of English or French in the debates and other proceedings of Parliament, in the records and journals of Parliament, in federal courts, and as the languages of federal legislation; and
      (c) refrain from expending monies on those aspects of language which fall under the sole jurisdiction of the provinces.

    That the Standing Committee on Procedure and House Affairs be instructed to prepare and bring in a bill, in accordance with Standing Order 68(5), respecting the system of readjusting the boundaries of electoral districts for the House of Commons by Electoral Boundaries Commissions, and, in preparing the said bill, the committee be instructed to consider, among other related matters, the general operation over the past thirty years of the Electoral Boundaries Readjustment Act, including:
      (a) a formula to cap or reduce the number of seats in the House of Commons;
      (b) a review of the adequacy of the present method of selection of members of Electoral Boundaries Commissions;
      (c) a review of the rules governing and the powers and methods of proceedings of Electoral Boundaries Commissions, including whether these Commissions ought to commence their work from the basis of making necessary alterations to the boundaries of existing electoral districts wherever possible;
      (d) a review of the time and nature of the involvement of the public and of the House of Commons in the work of Electoral Boundaries Commissions;
    That the committee have the power to travel within Canada and to hear witnesses by teleconference; and
    That the committee report no later than December 16, 1994.
