The House resumed debate on the motion of Mr. Martin (Minister of Finance), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), -- That Bill C-17, An Act to amend certain statutes to implement certain provisions of the budget tabled in Parliament on February 22, 1994, be now read a second time and referred to the Standing Committee on Finance.

And on the motion of Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), -- That this question be now put.

The question was put on the motion and, pursuant to Standing Order 45(6), the recorded division was deferred until Monday, April 18, 1994, at 6:30 p.m.

By unanimous consent, it was ordered, -- That, not withstanding the decision made earlier today on the motion of Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), the House resume immediately debate on the motion and that, at no later than the end of Government Orders today, the question shall be put again on the motion.

Mr. Gauthier (Roberval), seconded by Mrs. Tremblay (Rimouski -- Témiscouata), moved, -- That, in the opinion of this House, the government should approach Canadian National Railways and have it authorize the privatization of the Franquet-Chapais trunk line for a nominal sum and ensure the maintenance and consolidation of the CRAN subdivision in the riding of Roberval, in order to promote mining and forestry development in the region. (Private Members' Business M-194)

Debate arose thereon.
