Motions

By unanimous consent, Mr. Robinson (Burnaby -- Kingsway), seconded by Mr. Milliken (Kingston and the Islands), Mr. Leblanc (Longueuil) and Mr. Hermanson (Kindersley -- Lloydminster), moved, -- That, in the opinion of this House, the government should urge the Secretary-General of the United Nations to do everything in his power to press the State Law and Order Restoration Council of Burma to take the following measures:

        1. the immediate and unconditional release of Aung San Suu Kyi and all political prisoners, with guarantees for their complete freedom;
        2. the swift and complete implementation of a transition to civilian rule, as mandated by the May 1990 general election, as per resolution 47/144, entitled ``Situation of human rights in Myanmar'', which was adopted by the United Nations General Assembly on December 18, 1992.

The question was put on the motion and it was agreed to.

The Order was read for the consideration at report stage of Bill C-18, An Act to suspend the operation of the Electoral Boundaries Readjustment Act, as reported by the Standing Committee on Procedure and House Affairs without amendment.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

At 5:50 p.m., pursuant to Standing Order 45(5)(a), the House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), -- That Bill C-17, An Act to amend certain statutes to implement certain provisions of the budget tabled in Parliament on February 22, 1994, be now read a second time and referred to the Standing Committee on Finance.

The House proceeded to the taking of the deferred division on the amendment of Mrs. Lalonde (Mercier), seconded by Mr. Dubé (Lévis), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

        ``this House declines to give second reading to Bill C-17, An Act to amend certain statutes to implement certain provisions of the budget tabled in Parliament on February 22, 1994:
        (1) because the amendments to the Unemployment Insurance Act do not reduce the inequities between the rich and poor areas of the country and contain no specific measures for reducing unemployment among young people;
        (2) because the amendments to the Unemployment Insurance Act do not abrogate the increase in contributions by workers and businesses since January 1, 1994.''

Mr. Pagtakhan (Winnipeg North), seconded by Ms. Phinney (Hamilton Mountain), moved, -- That, in the opinion of this House, the government should seek to ensure that all manufactures of foods and beverages be required to print ``best before'' and expiration dates clearly and legibly on the outside of product packaging in a non-encoded format.
