PRIVATE MEMBERS' BUSINESS

Pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Blaikie (Winnipeg Transcona), seconded by Mr. Riis (Kamloops), moved, -- That, in the opinion of this House, the government should honour the contribution made by those who served Canada's Armed Forces during World War II at the Dieppe raid by striking a distinctive medal for Canadian veterans of this battle. (Private Members' Business M-143)

Debate arose thereon.

Ms. Payne (St. John's West), seconded by Mr. Richardson (Perth -- Wellington -- Waterloo), moved the following amendment, -- That the motion be amended by deleting the words ``striking a distinctive medal'' and substituting the following:

    ``creating a distinctive decoration''.

Debate arose thereon.

The question was put on the amendment and it was agreed to.

Debate resumed on the main motion, as amended, -- That, in the opinion of this House, the government should honour the contribution made by those who served Canada's Armed Forces during World War II at the Dieppe raid by creating a distinctive decoration for Canadian veterans of this battle. By unanimous consent, it was ordered, -- That the main motion, as amended, be designated a votable item.

GOVERNMENT ORDERS

The House resumed debate on the motion of Mr. Martin (Minister of Finance), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), -- That Bill C-17, An Act to amend certain statutes to implement certain provisions of the budget tabled in Parliament on February 22, 1994, be now read a second time and referred to the Standing Committee on Finance.

And on the amendment of Mrs. Lalonde (Mercier), seconded by Mr. Dubé (Lévis), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

      ``this House declines to give second reading to Bill C-17, An Act to amend certain statutes to implement certain provisions of the budget tabled in Parliament on February 22, 1994:
      (1) because the amendments to the Unemployment Insurance Act do not reduce the inequities between the rich and poor areas of the country and contain no specific measures for reducing unemployment among young people;
      (2) because the amendments to the Unemployment Insurance Act do not abrogate the increase in contributions by workers and businesses since January 1, 1994.''
