Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bryden (Hamilton -- Wentworth), seconded by Mr. Szabo (Mississauga South), Bill C-224, An Act to require charitable and non-profit organizations that receive public funds to declare the remuneration of their directors and senior officers, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

Mr. Ouellet (Minister of Foreign Affairs), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), moved, -- That a Special Joint Committee of the House of Commons and the Senate be appointed to consider Canada's foreign policy including international trade and international assistance;

That the document entitled ``Guidance Paper for the Special Joint Parliamentary Committee reviewing Canadian Foreign Policy'' be referred to the Committee;

That the Committee be directed to consult broadly and to analyze the issues discussed in the above-mentioned document, and to make recommendations in their report concerning the objectives and conduct of Canada's foreign policy;

That the Committee be composed of fifteen Members of the House of Commons and seven Members of the Senate;

That the Members of the House of Commons Standing Committee on Foreign Affairs and International Trade be appointed on behalf of the House as members of the said Committee;

That the Committee have the power to sit during sittings and adjournments of the House;

That the Committee have the power to report from time to time, to send for persons, papers and records, and to print such papers and evidence as may be ordered by the Committee;

That the Committee have the power to retain the services of expert, professional, technical and clerical staff;

That the Committee have the power to adjourn from place to place inside Canada and abroad and that, when deemed necessary, the required staff accompany the Committee;

That a quorum of the Committee be twelve Members whenever a vote, resolution or other decision is taken, so long as both Houses are represented and that the Joint Chairpersons be authorized to hold meetings, to receive evidence and authorize the printing thereof, whenever six Members are present, so long as both Houses are represented;

That the Committee be empowered to appoint, from among its Members, such sub-committees as may be deemed advisable, and to delegate to such sub-committees all or any of its power, except the power to report to the Senate and House of Commons;

That the Committee or its representatives meet on occasions it deems fitting with the Special Joint Committee or its represen tatives charged with reviewing Canada's defence policy;

That the Committee be empowered to authorize television and radio broadcasting of any or all of its proceedings;

That, notwithstanding the usual practices of this House, if either the Senate or the House are not sitting when an interim report of the Committee is completed, the Committee shall deposit its report with the Clerks of both Houses; and, said report shall thereupon be deemed to have been presented to both Houses;

That the Committee present its final report no later than October 31, 1994; and

That a Message be sent to the Senate requesting that House to unite with this House for the above purpose, and to select, if the Senate deems advisable, Members to act on the proposed Special Joint Committee. (Government Business No. 9)

Debate arose thereon.

Mr. Mills (Red Deer), seconded by Mr. Frazer (Saanich -- Gulf Islands), moved the following amendment, -- That the motion be amended:

      (a) by deleting, in paragraph one, the word ``Joint'' and the words ``and the Senate'';
      (b) by deleting, in paragraph four, the words ``and seven Members of the Senate'';
      (c) by deleting, in paragraph five, the words ``on behalf of the House'';
      (d) in paragraph ten,
        (i) by deleting the word ``twelve'' and substituting the word ``eight'';
        (ii) by deleting the words ``so long as both Houses are represented'';
        (iii) by deleting the words ``Joint Chairpersons'' and substituting the word ``Chairperson'';
        (iv) by deleting the word ``six'' and substituting the word ``three'';
      (e) by deleting, in paragraph eleven, the words ``Senate and'';
      (f) in paragraph fourteen,
        (i) by deleting the words ``either the Senate or the House are'' and substituting the words ``the House is'';
        (ii) by deleting the words ``Clerks of both Houses'' and substituting the words ``Clerk of the House'';
        (iii) by deleting the words ``both Houses'' and substituting the word ``the House''; and
      (g) by deleting paragraph sixteen.

By unanimous consent, it was ordered, -- That the vote on the Budget motion scheduled for Wednesday, March 16, 1994, at 6:30 p.m. be deferred until Tuesday, March 22, 1994, at the conclusion of the time appointed for the consideration of Government Orders.


By unanimous consent, it was ordered, -- That the ordinary hour of daily adjournment be suspended this day to permit continuation of the debate on a motion by the Minister of Foreign Affairs to establish a Special Joint Committee and on any amendments thereto and, during such extended sitting, no quorum calls shall be permitted nor shall any dilatory motions be received by the Chair, and when no further Member rises to speak, and in any case no later than 11:00 p.m., the Speaker shall put all questions necessary to dispose of the said motion forthwith and without further debate; a recorded division shall be deemed demanded and the division shall be postponed to the end of the time appointed for the consideration of Government Business on Wednesday, March 16, 1994, and thereupon the Speaker shall adjourn the House until 2:00 p.m. on Wednesday, March 16, 1994.

Pursuant to Standing Order 45(5)(a), the House proceeded to the taking of the deferred division on the motion of Mr. Speaker (Lethbridge), seconded by Mr. Hart (Okanagan -- Similkameen -- Merritt), -- That this House declare that the Budget plan of this government is not a solution to Canada's debt and deficit problem and therefore request the government to:

      (a) place a moratorium on all new spending programs announced in the Budget such as Youth Services Corps, Court Challenges Program, Residential Rehabilitation Assistance Plan, Engineers Program, and Infrastructure Program;
      (b) establish effective spending caps in cooperation with all parties of this House;
      (c) produce quarterly reports on the progress being made on deficit reduction; and
      (d) commit to immediate corrective action using a spending contingency plan developed in consultation with all parties in the House.
