Mr. Milliken (Kingston and the Islands), from the Standing Committee on Procedure and House Affairs, presented the 9th Report of the Committee, which was read as follows:

Your Committee recommends that Standing Order 104(2)(1) be amended by deleting the words “Indian Affairs and Northern Development” and by substituting therefor, the words “Aboriginal Affairs and Northern Development” and that the Clerk be authorized to make the necessary consequential alterations to the Standing Orders.
A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 3 which includes this Report) is tabled.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Government Orders

The House resumed debate on the motion of Mr. Martin (Minister of Finance), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), — That this House approves in general the budgetary policy of the Government. (Ways and Means Proceedings No. 6)

And on the amendment of Mr. Loubier (Saint-Hyacinthe–Bagot), seconded by Mr. Gauthier (Roberval), — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“this House denounces the reversal of the Government’s position on the Budget which:
  1. tackles the problem of the deficit on the back of a middle class already bled white by the tax increases of recent years;
  2. gives up trying to control spiralling deficit-related expenditures by basing its fiscal analysis on unrealistic revenue projections;
  3. refuses to eliminate tax loopholes for the wealthy and for big business;
  4. abandons the poor to their fate by its readiness to slash funding for social programs; and
  5. continues the destructive policies of preceding governments by demonstrating a flagrant lack of long-term vision and by giving no hope to the jobless.”

At 6:15 p.m., pursuant to Standing Order 84(5), the Speaker interrupted the proceedings.
