Introduction of government bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gerrard (Secretary of State (Science, Research and Development)) for Ms. Marleau (Minister of Health), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), Bill C-117, An Act to amend the Tobacco Products Control Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

Pursuant to Standing Order 78(3), Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), moved, -- That in relation to Bill C-110, An Act respecting constitutional amendments, not more than one further sitting day shall be allotted to the consideration of the report stage of the Bill, and one sitting day shall be allotted to the third reading stage of the said Bill; and, 15 minutes before the expiry of the time provided for Government Business on the day allotted to the consideration of the report stage and on the day allotted to the third reading stage of the said Bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and in turn every question necessary for the disposal of the stage of the Bill then under consideration shall be put forthwith and successively without further debate or amendment.

Motion No. 2 of Mr. Rock (Minister of Justice), seconded by Mr. Flis (Parliamentary Secretary to the Minister of Foreign Affairs), -- That Bill C-110, in Clause 1, be amended:

    (a) by replacing line 16, on page 1, with the following:
      ``(c) British Columbia;
      (d) two or more of the Atlantic provinces'';
    (b) by replacing line 21, on page 1, with the following:
      ``(e) two or more of the Prairie provinces'';
    (c) by replacing line 25, on page 1, with the following:
      ``the Prairie provinces.''; and
    (d) by replacing lines 5 to 7, on page 2, with the following:
      ````Prairie provinces'' means the provinces of Manitoba, Saskatchewan and Alberta.''

By unanimous consent, it was ordered, -- That, notwithstanding any Standing Order, immediately after the disposal of the report stage of Bill C-110 this day, the House shall consider the third reading stage of Bill C-108, followed by the third reading stage of Bill C-99, followed by consideration of Private Members' Business, followed by the Adjournment Proceedings;

That during consideration of Bill C-108, no Member may speak for more than ten minutes, not more than one Member of the Liberal Party, two Members of the Bloc Québécois and one Member of the Reform Party may speak and, at the completion of the debate, the question shall be deemed to have been put and a division thereon demanded and deferred until 5:15 p.m. on December 13, 1995; and

That during consideration of Bill C-99, no Member may speak for more than ten minutes, not more than one Member of each recognized party may speak and, at the completion of the debate, the question shall be deemed to have been put and carried.


By unanimous consent, it was ordered, -- That, during the consideration of the motion of the Secretary of State (Parliamentary Affairs) concerning the report of the Standing Committee on Finance tabled this day, on Thursday, December 14, 1995, no dilatory motions shall be received and no quorum calls shall be entertained;

That, after the conclusion of Private Members' Business on Thursday, December 14, 1995, the House shall continue to sit for two hours and thirty minutes for the purpose of considering the aforementioned motion and shall then adjourn, provided that the House may, by unanimous consent, order the sitting further extended for a specified period for the purpose of considering the said motion; and
