At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Caccia (Davenport), seconded by Mr. Harvard (Winnipeg St. James), -- That Bill C-275, An Act respecting the protection and rehabilitation of endangered and threatened species, be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.

Debate arose thereon.

The question was put on the motion and, by unanimous consent, the recorded division was deferred until Tuesday, November 21, 1995, at the expiry of the time provided for Government Orders.

The House resumed consideration of the motion of Mr. Axworthy (Minister of Human Resources Development), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-96, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts, be now read a second time and referred to the Standing Committee on Human Resources Development:

And of the amendment of Mrs. Lalonde (Mercier), seconded by Mr. Bé1isle (La Prairie), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-96, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts, because the principle of the Bill includes no provision requiring the Minister, as part of that person's powers, to award full and entire financial compensation to any province wishing to exercise, fully and alone, jurisdiction over human resources development.''

PRESENTING REPORTS FROM COMMITTEES

Mr. Bélisle (La Prairie), from the Standing Committee on Public Accounts, presented the 17th Report of the Committee (Chapter 5 of the Report of the Auditor General, May 1995: Office of the Superintendent of Financial Institutions -- Deposit-Taking Institutions Sector).

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Issue No. 36, which includes this Report) was tabled.

Mrs. Bakopanos (Saint-Denis), from the Standing Committee on Citizenship and Immigration, presented the 8th Report of the Committee (Economic Impact of Recent Immigration). -- Sessional Paper No. 8510-351-165.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Issue No. 51, which includes this Report) was tabled.

PRESENTING PETITIONS

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-by Mr. Harris (Prince George -- Bulkley Valley), one concerning the Official Opposition (No. 351-4070);

QUESTIONS ON ORDER PAPER

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-238 on the Order Paper.

Pursuant to Standing Order 39(7), the following question was made an Order of the House for Return:

    Q-225 -- Ms. Beaumier (Brampton) -- For which of its initiatives in China has Northern Telecom received monies from the E.D.C. or the Canada Account during the period beginning in 1989 until the present, how much was provided in each instance, in instances where monies were provided from the Canada Account, why wasn't financial assistance provided by the E.D.C., how did Northern Telecom satisfy the ``national interest'' criteria in cases where Canada Account funds were used?

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the Return to this Order.
