Presenting Reports from Committees

Mr. Godfrey (Don Valley West), from the Standing Committee on Industry, presented the 9th Report of the Committee (Performance Benchmarks for Small Business Financing by Banks). — Sessional Paper No. 8510-351-152.

A copy of the relevant Minutes of Proceedings and Evidence (Issues Nos. 35, 36, 37, 38, 41, 46 and 47, which includes this Report) was tabled.

Mr. Pickard (Essex–Kent), from the Standing Committee on Agriculture and Agri-Food, presented the 10th Report of the Committee (Bill C–61, An Act to establish a system of administrative monetary penalties for the enforcement of the Canada Agricultural Products Act, the Feeds Act, the Fertilizers Act, the Health of Animals Act, the Meat Inspection Act, the Pest Control Products Act, the Plant Protection Act and the Seeds Act, with amendments). — Sessional Paper No. 8510-351-153.

A copy of the relevant Minutes of Proceedings and Evidence (Issues Nos. 46, 47, 48, 49 and 53, which includes this Report) was tabled.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

  • by Ms. Whelan (Essex–Windsor), one concerning the national debt (No. 351-3981), one concerning abortion (No. 351-3982), one concerning the Canadian Human Rights Act (No. 351-3983) and one concerning gun control (No. 351-3984);
  • by Mr. Szabo (Mississauga South), one concerning the income tax system (No. 351-3985);
  • by Mr. Strahl (Fraser Valley East), three concerning Canadian Forces bases (Nos. 351.-3986 to 351-3988).

Government Orders

The House resumed consideration of the motion of Mr. Dupuy (Minister of Canadian Heritage), seconded by Ms. Marleau (Minister of Health), — That Bill C–93, An Act to amend the Cultural Property Export and Import Act, the Income Tax Act and the Tax Court of Canada Act, be now read a third time and do pass.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Wednesday, October 25, 1995, at 5:00 p.m.

Government Orders

Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada) for Mr. Manley (Minister of Industry), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), moved, — That the Bill be now read a second time and referred to the Standing Committee on Industry.

Debate arose thereon.

Private Members’ Business

At 5:53 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members’ Business.

The Order was read for the second reading and reference to the Standing Committee on Canadian Heritage of Bill C–329, An Act to provide for the recognition of the Canadian Horse as the national horse of Canada.

Mr. Murray (Lanark–Carleton), seconded by Mr. Shepherd (Durham), moved, — That the Bill be now read a second time and referred to the Standing Committee on Canadian Heritage.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
