Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Thompson (Wild Rose), seconded by Mr. Strahl (Fraser Valley East), Bill C-349, An Act to amend the Criminal Code (peeping Toms), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Thompson (Wild Rose), seconded by Mr. Strahl (Fraser Valley East), Bill C-350, An Act to amend the National Housing Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Malhi (Bramalea -- Gore -- Malton), moved, -- That the names of John Cummins, Hugh Hanrahan, Dick Harris, Jane Stewart and Elsie Wayne, be added to the list of Associate Members of the Standing Committee on Procedure and House Affairs.

The question was put on the motion and it was agreed to.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The House resumed consideration of the motion of Ms. Copps (Minister of the Environment), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.

The debate continued.

Mr. Gouk (Kootenay West -- Revelstoke), seconded by Mr. Strahl (Fraser Valley East), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be not now read a second time but that it be read a second time this day six months hence.''

Debate arose thereon.

The question was put on the amendment and, pursuant to Standing Order 45(5)(a), the recorded division was deferred until later today, at 5:00 p.m. --

The Order was read for the second reading and reference to the Standing Committee on Fisheries and Oceans of Bill C-98, An Act respecting the oceans of Canada.

Mr. Tobin (Minister of Fisheries and Oceans), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Fisheries and Oceans.

Debate arose thereon.

Mr. Bernier (Gaspé), seconded by Mrs. Guay (Laurentides), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-98, An Act respecting the oceans of Canada, be not now read a second time but that the Order be discharged, the Bill withdrawn, and the subject matter referred to the tire Standing Committee on Fisheries and Oceans.''

Debate arose thereon.
