GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Natural Resources of Bill C-71, An Act to amend the Explosives Act.

Mr. Peters (Scarborough East) for Ms. McLellan (Minister of Natural Resources), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Natural Resources.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Natural Resources.

The House resumed consideration of the motion of Ms. Copps (Minister of the Environment), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), -- That Bill C-83, An Act to amend the Auditor General Act, be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 45(5)(a), the recorded division was deferred until later today, at 5:30 p.m.

Mrs. Ablonczy (Calgary North), seconded by Mr. Gilmour (Comox -- Alberni), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be not now read a second time but that the Order be discharged, the Bill withdrawn, and the subject-matter thereof referred to the Standing Committee on Industry.''
