Presenting Reports from Inter-Parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Caccia (Davenport), presented the Report of the Official Parliamentary Delegation who attended the Nordic Council's Parliamentary Conference on the Arctic, in Reykjavik, Iceland, on August 16 and 17, 1993. -- Sessional Paper No. 8565-351-54.


Pursuant to Standing Order 34(1), Mrs. Maheu (Saint- Laurent -- Cartierville) presented the Report of the Canadian Parliamentary Delegation who attended the inauguration of the new Parliament Buildings in Sao Paulo, Brazil, from July 16 to 19, 1993. -- Sessional Paper No. 8565-351-54A.


Pursuant to Standing Order 34(1), Mr. MacDonald (Dartmouth) presented the Report of the delegation of the Canada-Japan Inter-Parliamentary Group who participated in the second annual meeting of the Asia Pacific Parliamentary Forum, held in Manila, Philippines on January 14 and 15, 1994. -- Sessional Paper No. 8565-351-57.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Wappel (Scarborough West), seconded by Mr. Wood (Nipissing), Bill C-213, An Act to amend the Canadian Security Intelligence Service Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The House resumed debate on the motion of Mr. Martin (Minister of Finance), seconded by Mr. Milliken (Kingston and the Islands), -- That Bill C-3, An Act to amend the Federal-Provincial Fiscal Arrangements and Federal Post-Secondary Education and Health Contributions Act, be now read a second time and referred to the Standing Committee on Finance.

The question was put on the motion and it was agreed to, on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Finance.


The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-9, An Act to amend the Income Tax Act.

Mr. Peters (Secretary of State (International Financial Institutions)), for Mr. Martin (Minister of Finance), seconded by Mr. Massé (President of the Queen's Privy Council for Canada), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.
