PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Kerpan (Moose Jaw -- Lake Centre), seconded by Mr. Hermanson (Kindersley -- Lloydminster), moved -- That, in the opinion of this House, the government should immediately pursue negotiations with the provinces and agri-food industry in order to re-assign jurisdictional responsibilities in agriculture and eliminate overlap and duplication. (Private Members' Business M-314)

Debate arose thereon.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-59, An Act to amend the Income Tax Act and the Income Tax Application Rules, as reported by the Standing Committee on Finance with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected Motion No. 1 for debate.

Mrs. Lalonde (Mercier), seconded by Mr. Caron (Jonquière), moved Motion No. 1, -- That Bill C-59 be amended by deleting Clause 33.

Debate arose thereon.

The question was put on Motion No. 1 and, pursuant to Standing Order 45(5)(a), the recorded division was deferred until Tuesday, February 14, 1995, at 5:30 p.m.


The House resumed consideration of the motion of Mr. Goodale (Minister of Agriculture and Agri-Food), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), -- That Bill C-61, An Act to establish a system of administrative monetary penalties for the enforcement of the Canada Agricultural Products Act, the Feeds Act, the Fertilizers Act, the Health of Animals Act, the Meat Inspection Act, the Pest Control Products Act, the Plant Protection Act and the Seeds Act, be now read a second time and referred to the Standing Committee on Agriculture and Agri-Food.
