The House resumed consideration of the motion of Mr. Young (Minister of Transport), seconded by Mr. Ouellet (Minister of Foreign Affairs), — That a Message be sent to the Senate to acquaint Their Honours that this House disagrees with the amendments made by the Senate to Bill C–22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport.

The debate continued.

The question was put on the motion and it was agreed to on division.


The Order was read for the second reading and reference to the Standing Committee on Government Operations of Bill C–52, An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts.

Pursuant to Standing Order 56.1(1)(a), Mr. Massé (President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs), seconded by Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), moved, — That a sub-committee of the Standing Committee on Fisheries and Oceans be authorized to travel to Manitoba, Saskatchewan, Alberta and the Northwest Territories during October 1994 to undertake a study of the Freshwater Fish Marketing Corporation and that the necessary staff do accompany the Sub-Committee.

Mr. Marchand (Québec East), seconded by Mr. Asselin (Charlevoix), moved the following amendment, — That the motion be amended by striking out all the words after the word “That” and substituting the following:

“this House declines to give second reading to Bill C–52, An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, because the principle of the Bill does not provide for a specific code of ethics to be put in place aimed at making transparent the contracting process and the acquisition of all goods and services by the Department of Public Works and Government Services Canada.”

Ms. Beaumier (Brampton), seconded by Mr. Gagnon (Parliamentary Secretary to the Solicitor General of Canada), moved, — That, in the opinion of this House, the government should enact legislation which will protect children from paedophiles by allowing members of the National Parole Board to enforce the long term incarceration of offenders whom they feel may re-offend. (Private Members’ Business M–305)
