Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Clement (Minister of Health), seconded by Mr. Nicholson (Minister of Justice and Attorney General of Canada), Bill C-51, An Act to amend the Food and Drugs Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))
Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Food and Drugs Act and to make consequential amendments to other Acts”.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Clement (Minister of Health), seconded by Mr. Nicholson (Minister of Justice and Attorney General of Canada), Bill C-52, An Act respecting the safety of consumer products, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act respecting the safety of consumer products”.


Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

— by Mr. Szabo (Mississauga South), one concerning the income tax system (No. 392-0545);
— by Ms. Savoie (Victoria), two concerning student loans (Nos. 392-0546 and 392-0547) and one concerning federal programs (No. 392-0548);

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Rae (Toronto Centre), seconded by Mr. Volpe (Eglinton—Lawrence), moved, — That a special committee, consisting of 12 members, be appointed to consider the Canadian mission in Afghanistan as referred to in the motion adopted by the House on March 13, 2008 (Government Business No. 5); that the committee have all of the powers of a Standing Committee as provided in the Standing Orders; and that the members to serve on the said committee be appointed by the Whip of each party depositing with the Clerk of the House a list of his or her party’s members of the committee, providing that each party shall have the same number of members on the committee as it now has on the standing committees and provided that the said lists shall be deposited with the Clerk no later than April 10, 2008.

Debate arose thereon.

Mr. Wilfert (Richmond Hill), seconded by Mr. McKay (Scarborough—Guildwood), moved the following amendment, — That the motion be amended by deleting all the words after the words “That a special committee” and substituting the following:

“be appointed to consider the Canadian mission in Afghanistan as referred to in the motion adopted by the House on March 13, 2008 (Government Business No. 5) consisting of 13 members which shall include six members from the government party, four members from the Official Opposition, two members from the Bloc Québécois and one member from the New Democratic Party, provided that the Chair shall be from the government party; that in addition to the Chair, there shall be one Vice-Chair from each of the opposition parties; that the committee have all of the powers of a Standing Committee as provided in the Standing Orders; that the members to serve on the said committee be appointed by the Whip of each party depositing with the Clerk of the House a list of his or her party’s members of the committee no later than April 10, 2008; that the quorum of the special committee be seven members for any proceedings, provided that at least a member of the opposition and of the government party be present; that membership substitutions be permitted to be made from time to time, if required, in the manner provided for in Standing Order 114(2).”.
