The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 9:08 a.m. this day, in Room 306, West Block, the Chair, Jason Kenney, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Hon. Jason Kenney, Wajid Khan, Wayne Marston, Mario Silva, Kevin Sorenson and Caroline St-Hilaire.

 

In attendance: Library of Parliament: Allison Goody, Analyst; Marcus Pistor, Analyst.

 
Pursuant to the motion adopted by the Standing Committee on Foreign Affairs and International Development, May 10, 2006 and the motion adopted by the Subcommittee, October 24, 2006, the Subcommittee resumed its study on Human Rights in China.
 

The Subcommittee commenced consideration of a draft report.

 

It was agreed, — That the Deputy Minister of the Department of Foreign Affairs and International Trade be invited to appear before the Subcommittee on April 17, 2007.

 

At 10:49 a.m., the sitting was suspended.

At 10:49 a.m., the Subcommittee resumed sitting in public.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

Mario Silva moved, — That the Subcommittee on International Human Rights report the following to the Standing Committee on Foreign Affairs and International Development:

That the Government of Canada should launch a criminal investigation into the involvement of Iranian Prosecutor General Sayeed Martazevi in the torture and murder of Canadian citizen Zarah Kazemi pursuant to section 269.1 and 7(3.7) (d) of the Criminal Code; and that this investigation form the basis of an international indictment of Sayeed Martazevi for these crimes.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 4; NAYS: 2.

 

Irwin Cotler moved, — That the Subcommittee on International Human Rights report the following to the Standing Committee on Foreign Affairs and International Development:

Whereas there have been repeated “direct and public incitements to commit genocide” against Jews in Israel by senior Iranian government officials in violation of Article 3c) of the Genocide Convention; Be it resolved that:

1. Canada call on the U.N. Security Council to not only continue to address Iran’s development of nuclear weapons, but to consider Iran’s state-sanctioned incitement to genocide as a standing threat to international peace and security, and to refer this case to the Prosecutor of the International Criminal Court for investigation and prosecution.

2. Canada initiate a state to state complaint under the Genocide Convention against Iran in the International Court of Justice for its incitement of genocide. .

Debate arose thereon.

 

It was agreed, — That debate on the motion continue at some future time.

 

It was agreed, — That the proposed budget in the amount of $ 9,900, for the period of March 27, 2007 to May 31, 2007 be adopted.

 

At 11:00 a.m., the Subcommittee adjourned to the call of the Chair.
