The Standing Committee on Public Accounts met in a televised session at 4:42 p.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Odina Desrochers, Marlene Jennings, Hon. Joe Jordan, Hon. Walt Lastewka, Hon. Shawn Murphy, Beth Phinney, Alan Tonks, Judy Wasylycia-Leis and John Williams.

 

Acting Members present: Diane Ablonczy for Philip Mayfield, Peter Adams for Dominic LeBlanc, Claude Bachand for Odina Desrochers, Michel Guimond for Roger Gaudet, Jay Hill for Paul Forseth, Jason Kenney for Val Meredith, Peter MacKay for Paul Forseth, Dennis Mills for Hon. Maurizio Bevilacqua, Caroline St-Hilaire for Odina Desrochers, Hon. Robert Thibault for Hon. Steve Mahoney and Vic Toews for Peter Goldring.

 

In attendance: Library of Parliament: Jean Dupuis, Analyst; Brian O'Neal, Analyst. House of Commons: Rob Walsh, Law Clerk and Parliamentary Counsel.

 

Other Participants present: KPMG: Mark Brenning, Forensic Auditor.

 

By unanimous consent, on motion of Alan Tonks, it was agreed, — That the Committee extend the hour of sitting until 6:30 p.m..

 

A question of privilege having been raised by Vic Toews in relation to the divulging of portions of the in camera proceedings of Standing Committee on Public Accounts of July 9, 2002 by the Honourable Member for Toronto—Danforth, the Chair ruled that the matter touched on privilege.

 

At 5:52 p.m., the sitting was suspended.

At 5:55 p.m., the sitting resumed.

 

By unanimous consent, on motion of Vic Toews, it was agreed, — That the Co-Clerks be instructed to prepare a succinct report for the next meeting of the Committee on the question of privilege raised by Vic Toews.

 

Marlene Jennings moved, — That, pursuant to its study of Chapters 3, 4 and 5 of the Auditor General’s November 2003 Report referred to the Committee on February 10, 2004, this Committee do, in accordance with Mr. Guité’s decision to waive the confidentiality of the in camera hearings wherein he testified in 2002, immediately render his 2002 in camera testimony public and modify the summons so as to change the date of appearance from April 1, 2004 to April 22 and 23, 2004.

Debate arose thereon.

 

At 6:33 p.m., the Committee adjourned to the call of the Chair.
