The Sub-Committee of the Standing Committee on Justice and Legal Affairs on National Security met in camera at 3:35 o'clock p.m. this day, in Room 701, La Promenade, the Chair, Derek Lee, presiding.

Members of the Sub-Committee present: Nick Discepola, François Langlois and Derek Lee.

Acting Members present: Gar Knutson for Roger Gallaway; Myron Thompson for Art Hanger; Jesse Flis for George S. Rideout.

Other Member present: Tom Wappel.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst.

Pursuant to Standing Order 108(1) (a) and (b) and the Order of Reference of March 26, 1996 of the Standing Committee to the Sub- Committee (See Minutes of Proceedings and Evidence, dated March 26, 1996, Issue No. 1).

The Order of Reference dated Monday, October 21, 1996, being read as follows: Pursuant to Standing Order 108(1),--That the Sub-Committee on National Security of the Standing Committee on Justice and Legal Affairs be composed of the following Members: Derek Lee as Chair, George S. Rideout, Nick Discepola and Roger Gallaway, for the Liberal Party; François Langlois for the Bloc Québécois and Art Hanger for the Reform Party.

The Sub-Committee proceeded to its future Business.

It was agreed,--That the Clerk write to the Chief of the Defense Staff requiring him or a designate along with the person responsible for the Joint Task Force 2 to appear before the Committee on October 30th or 31st.

At 4:25 o'clock p.m., the Sub-Committee adjourned to the call of the Chair.


THURSDAY, NOVEMBER 7, 1996

The Sub-Committee of the Standing Committee on Justice and Legal Affairs on National Security met in camera at 8:07 o'clock a.m. this day, in Room 306, West Block, the Chair, Derek Lee, presiding.

Members of the Sub-Committee present: Nick Discepola, Roger Gallaway, François Langlois, Derek Lee and George S. Rideout.

Acting Member present: Randy White for Art Hanger.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Office of the Solicitor General of Canada: Jim Harlick, Director General, National Security; Ian Blackie, A/Director, Task Force 2 Committee. From the Department of National Defence: Major David Lloyd; Colonel Mike Maisonneuve.

The Sub-Committee proceeded to a Background briefing on the National Counter-Terrorism Plan and JTF2.

Jim Harlick made an opening statement and with Ian Blackie, answered questions.

Major David Lloyd and Colonel Mike Maisonneuve each made opening statements and answered questions.

At 9:40 o'clock a.m., the Sub-Committee adjourned to the call of the Chair.


TUESDAY, DECEMBER 3, 1996

The Sub-Committee of the Standing Committee on Justice and Legal Affairs on National Security met at 3:34 o'clock p.m. this day, in Room 371, West Block, the Acting Chair, George S. Rideout, presiding.

Members of the Sub-Committee present: Nick Discepola, Roger Gallaway, Art Hanger, François Langlois and George S. Rideout.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Security Intelligence Review Committee: Hon. Paule Gauthier, P.C., Q.C.; Hon. Edwin Goodman, P.C., Q.C.; Hon. George Vari, P.C., Q.C.; Hon. Rosemary Brown, P.C.; Maurice Archdeacon, Executive Director.

In accordance with its mandate under Standing Order 108(1)(a) and (b) and the Order of Reference of Tuesday, March 26, 1996 of the Standing Committee; (See Minutes of Proceedings and Evidence, dated March 26, 1996, Issue No. 1) and,

Pursuant to Standing Order 32(5), the Sub-Committee began consideration of the Annual Report 1995-96 of the Security Intelligence Review Committee.

Paule Gauthier made an opening statement and, with the other witnesses, answered questions.

At 4:53 o'clock p.m., the Sub-Committee adjourned to the call of the Chair.


THURSDAY, FEBRUARY 13, 1997

The Sub-Committee of the Standing Committee on Justice and Legal Affairs on National Security met at 3:33 o'clock p.m. this day, in Room 269, West Block, the Chair, Derek Lee, presiding.

Members of the Sub-Committee present: Roger Gallaway, François Langlois and Derek Lee.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Office of the Auditor General of Canada: David Rattray, Assistant Auditor General; Henno Moenting, Principal, Audit Operations.

In accordance with its mandate under Standing Order 108(1)(a) and (b), and the Order of Reference of March 26, 1996 of the Standing Committee to the Sub-Committee, the Sub-Committee began consideration of Chapter 27 of the Report of the Auditor General of Canada (The Canadian Intelligence Community--Control and Accountability).

David Rattray and Henno Moenting both made opening statements and answered questions.

At 4:45 o'clock p.m., the Sub-Committee adjourned to the call of the Chair.


WEDNESDAY, MARCH 19, 1997

The Sub-Committee of the Standing Committee on Justice and Legal Affairs on National Security met at 4:54 o'clock p.m. this day, in Room 536, Wellington Bldg., the Vice-Chair, George S. Rideout, presiding.

ORDERED,--That the Main Estimates for the fiscal year ending March 31, 1998, be referred:

To the Standing Committee on Justice and Legal Affairs:

Privy Council, Vote 40.

Solicitor General, Vote 10.

The Chair called Vote 40, Security Intelligence Review Committee under PRIVY COUNCIL.

Paule Gauthier made an opening statement and answered questions.

On motion of Derek Lee, it was agreed, on division--That Vote 40 under PRIVY COUNCIL carry.

On motion of Derek Lee, it was agreed,--That the Chairman report Vote 40 under PRIVY COUNCIL on the Main Estimates for the fiscal year ending March 31, 1998 to the Standing Committee on Justice and Legal Affairs.

At 5:50 p.m., the Sub-Committee adjourned to the call of the Chair.


WEDNESDAY, APRIL 16, 1997

The Sub-Committee of the Standing Committee on Justice and Legal Affairs on National Security met at 5:06 o'clock p.m. this day, in Room 536, Wellington Bldg., the Chairman, Derek Lee, presiding.

To the Standing Committee on Justice and Legal Affairs:

Privy Council, Vote 40.

Solicitor General, Vote 10.

The Chair called Vote 10 (Canadian Security Intelligence Service--CSIS) under SOLICITOR GENERAL.
