TUESDAY, DECEMBER 5, 1995

The Standing Committee on Government Operations met at 9:05 o'clock a.m. this day, in Room 253-D, Centre Block, the Chairman, Paul Zed, presiding.

Members of the Committee present: Réginald Bélair, Eugène Bellemare, John Bryden, Brenda Chamberlain, Ian Murray and Paul Zed.

Acting Member present: Ted White for Bill Gilmour.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

Witnesses: From the Canadian Federation of Independent Business: Brian Gray, Senior Vice-President, Policy and Legislative Affairs. From Nothing But Furniture: Earl Tice, Vice-President. From SJM Packaging: Gary Langhans, Partner. From Human Resource Systems Group Ltd.: Bill Cowperthwaite, Vice-President. From Fundy Engineering and Consulting Limited: Peter McKelvey, President. The Committee proceeded to discuss its future business.

Ian Murray moved that the Chair be authorized to request a supplementary operational budget in the amount of $22,500.

After debate, the question being put on the motion,--it was agreed to.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its study on the government contracting process, procedures and systems, including the open-bidding system. (See Minutes of Proceedings dated Wednesday, November 8, 1995, Issue No. 43).

At 9:10 o'clock a.m., the meeting was televised.

Brian Gray made an opening statement, and answered questions.

At 10:12 o'clock a.m., the sitting was suspended.

At 10:22 o'clock a.m., the sitting resumed.

On motion of Brenda Chamberlain, it was agreed,--That the Department of National Resources Canada be invited to appear before the Committee on December 12, 1995.

Earl Tice made an opening statement, and answered questions.

Gary Langhans made an opening statement, and answered questions.

Bill Cowperthwaite made an opening statement, and answered questions.

At 11:24 o'clock a.m., the sitting was suspended.

On motion of John Bryden, it was agreed,--That Revenue Canada be invited to appear before the Committee regarding their report on Bill C-224 (the Charitable and Non-profit Organization Director Remuneration Disclosure Act).

Peter McKelvey made an opening statement and answered questions.

David Simpson made an opening statement and answered questions.

Brian March made an opening statement and answered questions.

Geoff Burton made an opening statement and aswered questions.

The Standing Committee on Government Operations met at 10:08 o'clock a.m. this day, in Room 371, West Block, the Chairman, Paul Zed, presiding.

Members of the Committee present: Réginald Bélair, Eugène Bellemare, John Bryden, Ronald J. Duhamel, Jean-Paul Marchand, Ian Murray and Paul Zed.

Acting Member present: Ted White for Bill Gilmour.

Witnesses: From Correctional Service Canada: Gerry Hooper, Assistant Commissioner, Technical and Information Management Services; Ted Pender, Manager, Materiel Services. From Transport Canada: Paul Gauvin, Assistant Deputy Minister, Finance and Administration; André Morency, Acting Director General, Corporate Services.

It was agreed,--That in accordance with the Committee's decision of November 22, 1995 relating to Suzanne Perry Morrison's contract, the amount allowed for travel expenses be increased by an additional $400.00.

At 11:49 o'clock a.m., Eugène Bellemare took the Chair as Acting Chair.

In accordance with the Order of Reference adopted by the House of Commons on Friday, March 17, 1995, the Committee resumed consideration of Bill C-224, An Act to require charitable and non-profit organizations that receive public funds to declare the remuneration of their directors and senior officials. (See Minutes of Proceedings dated Tuesday, May 2, 1995, Issue No. 41).

Denis Lefebvre answered questions.

At 12:04 o'clock p.m., the meeting was suspended.

At 12:08 o'clock p.m., the Committee proceeded in camera to consider preliminary observations and proposals for the study on contracting.
