Pursuant to Standing Order 106(4), the committee commenced consideration of the request by four members of the committee to discuss their request for further documents and testimony in relation to the study concerning questions of conflict of interest and lobbying in relation to pandemic spending

At 11:08 a.m., the sitting was suspended.

At 11:08 a.m., the sitting resumed.

It was agreed, — That the Chair write to Victor Li to require him to respond to those questions which were not answered and that his responses be submitted to the clerk by Friday, March 26, 2021.

Motion

Rhéal Éloi Fortin moved, — That, pursuant to Standing Order 108(3)(h), the committee requests to receive from the Liberal Government’s Privy Council the due diligence report concerning the assignment of the Canada Student Service Grant;

That the document be translated beforehand and that it be submitted to the clerk of the committee in both official languages, not later than five days after the adoption of this motion;

That the committee invite Ian Shugart, Clerk and Secretary of the Privy Council or a representative, to testify, in order to answer any question that the members of the committee may seem useful and relevant in regard of the report, for a meeting of two hours, held no later than Friday, April 9, 2021;

And that, in light of revelations stemming from Craig and Mark Kielburger’s testimony of Monday, March 15, 2021, the committee invite Ben Chin, Rick Theis, and Amitpal Singh to appear before the committee at a date and time determined by the Chair but no later than one week following the adoption of this motion.

Debate arose thereon.

Amendment

Michael Barrett moved, — That the motion be amended by deleting the words “That the committee invite Ian Shugart, Clerk and Secretary of the Privy Council or a representative, to testify, in order to answer any question that the members of the committee may seem useful and relevant in regard of the report, for a meeting of two hours, held no later than Friday, April 9, 2021;”.

At 11:58 a.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed.

Debate arose thereon.

It was agreed, — That the debate on the amendment be now adjourned.

Amendment

Francesco Sorbara moved, — That the motion be amended by replacing the words “And that, in light of revelations stemming from Craig and Mark Kielburger’s testimony of Monday, March 15, 2021, the committee do call for Ben Chin, Rick Theis, and Amitpal Singh to appear before the committee at a date and time determined by the Chair but no later than one week following the adoption of this motion” with the words “That the clerk write to Ben Chin and ask him to provide in writing that the only communications he had with the Kielburgers was the already public Linkedin communication; And that the clerk write to Ian Shugart to determine when the document he agreed to provide to the committee will be forthcoming”.

At 12:07 p.m., the sitting was suspended.

At 12:16 p.m., the sitting resumed.

After debate, the question was put on the amendment and the result of the vote was announced:

YEAS: Han Dong, Greg Fergus, Patricia Lattanzio, Brenda Shanahan, Francesco Sorbara — 5;

NAYS: Charlie Angus, Michael Barrett, Colin Carrie, Rhéal Éloi Fortin, Jacques Gourde — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

Debate arose thereon.

Amendment

Charlie Angus moved, — That the motion be amended by deleting the words “Rick Theis, and Amitpal Singh,”.

At 12:41 p.m., the sitting was suspended.

At 12:46 p.m., the sitting resumed.

After debate, the question was put on the amendment of Charlie Angus and it was negatived on the following recorded division:

YEAS: Charlie Angus — 1;

NAYS: Michael Barrett, Colin Carrie, Han Dong, Greg Fergus, Rhéal Éloi Fortin, Jacques Gourde, Patricia Lattanzio, Brenda Shanahan, Francesco Sorbara — 9.

Amendment

Greg Fergus moved, — That the motion be amended by adding after the words “adoption of this motion” the following: “that the Chair write to Ben Chin and ask him to provide written confirmation of any communication he had with the Kielburgers or WE Charity in regard to the Canada Student Service Grant.”.

RULING BY THE CHAIR

The Chair ruled the amendment out of order as the question had already been decided.

Whereupon, Greg Fergus appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put by recorded division and the result of the vote was announced:

YEAS: Charlie Angus, Michael Barrett, Colin Carrie, Rhéal Éloi Fortin, Jacques Gourde — 5;

NAYS: Han Dong, Greg Fergus, Patricia Lattanzio, Brenda Shanahan, Francesco Sorbara — 5.

Accordingly, the Chair's decision was sustained as the question was not negatived.

Debate resumed on the amendment of Michael Barrett which read as follows:

That the motion be amended by deleting the words “That the committee invite Ian Shugart, Clerk and Secretary of the Privy Council or a representative, to testify, in order to answer any question that the members of the committee may seem useful and relevant in regard of the report, for a meeting of two hours, held no later than Friday, April 9, 2021;”

The question was put on the amendment of Michael Barrett and it was agreed to on the following recorded division:

YEAS: Charlie Angus, Michael Barrett, Colin Carrie, Han Dong, Greg Fergus, Rhéal Éloi Fortin, Jacques Gourde, Patricia Lattanzio, Brenda Shanahan, Francesco Sorbara — 10;

NAYS: — 0.

The committee resumed consideration of the motion, as amended, moved by Rhéal Éloi Fortin.

The motion, as amended, read as follows:
