The committee proceeded to the consideration of matters related to committee business.

Motion

Michael Barrett moved, — That, pursuant to Standing Order 108(1)(a), and further to the motions adopted by the committee on Friday, January 29, 2021 and Friday, February 19, 2021, in light of Craig and Marc Kielburger's refusals to attend the committee on Monday, March 8, 2021, Craig and Marc Kielburger be summoned to appear before the committee, for at least three hours, at a date and time determined by the Chair but no later than one week following the adoption of this motion, provided that if either or both of them fails to appear after being served with the summons, or refuses or evades service of the summons, the Chair shall be instructed to present a report to the House forthwith setting out the relevant facts.

Debate arose thereon.

Amendment

Charlie Angus moved, — That the motion be amended by replacing the words “one week following the adoption of this motion” with the words “Friday, March 12, 2021”.

After debate, the question was put on the amendment of Charlie Angus and it was agreed to.

The question was put on the motion of Michael Barrett, as amended, and it was agreed to.

The motion, as amended, read as follows:

It was agreed, — That a proposed budget in the amount of $3,125.00, for the study of Protection of Privacy and Reputation on Platforms such as Pornhub, be adopted.

Motion

Charlie Angus moved, — That, pursuant to Standing Order 108(3)(h), and in light of the testimony from representatives of the Royal Canadian Mounted Police at committee on Monday, February 22, 2021, and the apparent lack of enforcement of Canadian laws relating to issues of possession and dissemination of child pornography as well as the posting of non-consensual sexual acts on Canadian Internet services, that the committee immediately call Public Safety Minister, Bill Blair, to appear and explain his government's position on enforcement of Canadian laws relating to the non-consensual abuse of both children and adults on online platforms.

Amendment

Michael Barrett moved, — That the motion be amended by adding the words “and Justice Minister David Lametti” after the words “Safety Minister, Bill Blair”.

Subamendment

Brenda Shanahan moved, — That the amendment be amended by adding the words “,Brenda Lucki, Commissioner of the Royal Canadian Mounted Police and Kathleen Roussel, Director of Public Prosecutions” after the words “David Lametti”.

The motion, as amended, read as follows:

Rhéal Éloi Fortin moved, — That all documents submitted for committee business that do not come from a federal department or that have not been translated by the Translation Bureau be sent for prior linguistic review by the Translation Bureau before being distributed to members.

Debate arose thereon.

On motion of Colin Carrie, it was agreed, — That the motion be amended by adding after the words “federal department” the following: “or members' offices”.

The question was put on the motion of Rhéal Éloi Fortin, as amended, and it was agreed to.

The motion, as amended, read as follows:

That all documents submitted for committee business that do not come from a federal department, or members' offices or that have not been translated by the Translation Bureau be sent for prior linguistic review by the Translation Bureau before being distributed to members.

On motion of Rhéal Éloi Fortin, it was agreed, — That the clerk inform each witness who is to appear before the committee that the House Administration support team must conduct technical tests to check the connectivity and the equipment used to ensure the best possible sound quality; and that the Chair advises the committee, at the start of each meeting, of any witness who did not perform the required technical tests.

Motion

Rhéal Éloi Fortin moved, — That the text of any substantive motion or any motion in amendment of a substantive motion be distributed in writing in both official languages to all committee members before the committee begins debate on such a motion.

Motion

Charlie Angus moved, — That, pursuant to Standing Order 108(3)(h)(viii), the committee study the use, or possible use of facial recognition technology by various levels of government in Canada, law enforcement agencies, private corporations, and individuals; that the committee investigate how this technology will impact the privacy, security and safety of children, seniors, and vulnerable populations; that the committee examine the impact of facial recognition technology on racialized communities, and that the study include how this technology may be used nefariously, such as a tool for criminal harassment, or for other unlawful surveillance purpose; that the committee investigate any possible link formal or informal between Canadian law enforcement agencies, and private technology corporations or start-ups; that the committee examine the impacts of facial recognition technology and the growing power of artificial intelligence.

Motion

Rhéal Éloi Fortin moved, — That, pursuant to Standing Order 108(3)(h), the committee undertake a study and make recommendations on the effectiveness of privacy protections, particularly with regards to Social Insurance Numbers (SINs) and the system in place at the Canada Revenue Agency (CRA) to protect the security of taxpayer account information with regards to identity theft and payment diversion fraud for the Canada Emergency Response Benefit (CERB); and that the committee expand its study to assess the effectiveness of the European personal identity system (chip ID card, eID).

Debate arose thereon.

It was agreed, — That the debate be now adjourned.

It was agreed, — That the Committee request an overview of the situation surrounding privacy protections regarding the Social Insurance Numbers (SINs) and the Canadian Revenue Agency taxpayers accounts, as well as information regarding the European system of identity.
