Pursuant to the orders of reference of Saturday, April 11, 2020, and Tuesday, May 26, 2020, the committee resumed its study of the government’s response to the COVID-19 pandemic.

It was agreed, — That the speaking notes presented by Mitch Davies of the Department of Industry be taken as read and appended to the Evidence of today's meeting.

Mitch Davies and Mark Schaan answered questions.

At 11:55 a.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed.

It was agreed, — That the speaking notes presented by Mary Van Buren of the Canadian Construction Association be taken as read and appended to the Evidence of today's meeting.

Mathew Wilson and Jocelyn Bamford made statements and, with Mary Van Buren and Catherine Swift, answered questions.

Motion

Kelly Block moved, — That, in the context of its study of the government’s response to the COVID-19 Pandemic and pursuant to Standing Order 108(1)(a), the committee send for the following documents to be provided by the government by Monday, August 3, 2020 and that the documents be published publicly on the committee’s website by Monday, August 10, 2020 and that departments tasked with gathering and releasing the following documents do their assessment and vetting as would be done through the access to information process:

1. All briefing notes, memorandums for information, memorandums for decision, and documents related to the final contracts (including: letters of intent, requests for proposals, departmental justifications for non-competitive bid processes, contract numbers and solicitation numbers and final contracts) signed on behalf of the government with suppliers of personal protective equipment between Sunday, March 1, 2020 and Friday, May 15, 2020;

2. All briefing notes, memorandums for information, memorandums for decision, and documents related to the pre-payment of contracts signed on behalf of the government with suppliers of personal protective equipment between Sunday, March 1, 2020 and Friday, May 15, 2020;

3. All briefing notes, memorandums for information, memorandums for decision, and documents related to the final contract (including: letters of intent, requests for proposals, departmental justifications for non-competitive bid processes, contract numbers and solicitation numbers and final contract) signed on behalf of the government with Deloitte for services related to the management of logistics and procurement of personal protective equipment for the federal government as a result of the COVID-19 pandemic;

4. All briefing notes, memorandums for information, memorandums for decision, and documents related to the final contract (including: letters of intent, requests for proposals, departmental justifications for non-competitive bid processes, contract numbers and solicitation numbers and final contract) signed on behalf of the government with Amazon for services related to Amazon's role in the distribution of personal protective equipment as a result of the COVID-19 pandemic;

5. All briefing notes, memorandums for information, memorandums for decision, and documents related to the Wednesday, March 18, 2020 Interim Order by the Minister of Health entitled “Interim Order Respecting the Importation and Sale of Medical Devices for use in Relation to COVID-19”;

6. All briefing notes, memorandums for information, memorandums for decision, and documents related to the Monday, March 30, 2020 Interim Order by the Minister of Health entitled “Interim Order Respecting Drugs, Medical Devices and Foods for a Special Dietary Purpose in Relation to COVID-19”;

7. All briefing notes, memorandums for information, memorandums for decision, and documents related to the issuance of Medical Device Establishment Licenses (MDELs) between Sunday, March 1, 2020 and Monday, May 11, 2020;

8. All briefing notes, memorandums for information, memorandums for decision, and documents related to the issuance of Medical Device Licenses (MDLs) between Sunday, March 1, 2020 and Monday, May 11, 2020;

9. All briefing notes, memorandums for information, memorandums for decision, and documents related to the recall of N95/KN95 masks including documents pertaining to the Monday, May 11, 2020 MDEL Bulletin produced by the Medical Devices Compliance Program;

10. All briefing notes, memorandums for information, memorandums for decision, and documents related to the results and methodology of the testing of personal protective equipment in Canada, including the qualifications of the person or persons, company or companies, agency or agencies carrying out the testing; and

11. All briefing notes, memorandums for information, memorandums for decision, and documents related to the National Emergency Strategic Stockpile between Tuesday, January 1, 2019 and Friday, May 1, 2020.

12. All briefing notes, memorandums for information, memorandums for decision, and documents related to the companies the Department of Public Services and Procurement Canada met with regarding providing PPE between the dates Wednesday, April 1, 2020 and Saturday, May 30, 2020.

After debate, the question was put on the motion and it was agreed to on the following recorded division:

Motion

Kelly McCauley moved, — That, pursuant to Standing Order 108(2), the Committee undertake a study of the subject matter of the Supplementary Estimates (A) 2020-2021 and invite officials from Treasury Board Secretariat, Public Services and Procurement, the Privy Council Office, to appear to discuss the amounts proposed for their respective votes and that the meetings occur no later than when the Supplementary Estimates are concurred in by the House of Commons.

After debate, the question was put on the motion and it was agreed to on the following recorded division:
