Bill C-24, An Act to amend the Salaries Act and to make a consequential amendment to the Financial Administration Act

Pursuant to the Order of Reference of Monday, June 12, 2017, the Committee resumed consideration of Bill C-24, An Act to amend the Salaries Act and to make a consequential amendment to the Financial Administration Act.

The Chair called Clause 1.

Martha Boyle answered questions.

The Committee commenced its clause-by-clause study of the Bill.

Clause 1 carried on division.

On Clause 2,

Daniel Blaikie moved, — That Bill C-24, in Clause 2, be amended

(a) by deleting lines 8 and 9 on page 1;

(b) by replacing line 14 on page 1 to line 3 on page 2 with the following:

“(3) Section 4.1 of the Act is amended by adding the following after subsection (6):

(7) The annual salary of each minister of State, being a member of the Queen’s Privy Council for Canada, who does not preside over a ministry of State is not to exceed the annual salary of a minister of State referred to in subsection (5).”

After debate, the question was put on the amendment of Daniel Blaikie and it was negatived on the following recorded division:

YEAS: Daniel Blaikie — 1;

NAYS: Francis Drouin, Neil R. Ellis, Linda Lapointe, Kelly McCauley, Kyle Peterson, Yasmin Ratansi, Bev Shipley, Nick Whalen — 8.

Daniel Blaikie moved, — That Bill C-24, in Clause 2, be amended by replacing line 14 on page 1 to line 3 on page 2 with the following:

“(3) Section 4.1 of the Act is amended by adding the following after subsection (6):

After debate, the question was put on the amendment of Daniel Blaikie and it was negatived, by a show of hands: YEAS: 1; NAYS: 6.

Daniel Blaikie moved, — That Bill C-24, in Clause 2, be amended by adding after line 3 on page 2 the following:

“(4) Subsection 4.1 of the Act is amended by adding the following after subsection (6):

(7) The annual salary of each minister of State, being a member of the Queen’s Privy Council for Canada, who does not preside over a ministry of State shall not exceed the annual salary of a minister of State referred to in subsection (5).”

After debate, the question was put on the amendment of Daniel Blaikie and it was negatived, by a show of hands: YEAS: 1; NAYS: 6.

Clause 2 carried.

Clause 3 carried.

Clause 4 carried.

Clause 5 carried.

Clause 6 carried.

The Title carried.

The Bill carried on division.
