Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, February 13, 2019, the Committee resumed its study of remediation agreements, the Shawcross Doctrine and the discussions between the Office of the Attorney General and government colleagues.

Motion

Michael Cooper moved, — That the evidence to be given by the witnesses be taken under oath or by solemn affirmation.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Michael Barrett, Michael Cooper, Lisa Raitt, Murray Rankin — 4;

NAYS: Randy Boissonnault, Ali Ehsassi, Colin Fraser, Iqra Khalid, Ron McKinnon — 5.

Michael Wernick and Nathalie G. Drouin made statements and answered questions.

Motion

Murray Rankin moved, — That the Committee call on the Prime Minister to amend the Order in Council 2019-0105 to allow the former Attorney General to speak openly about any matter salient to the SNC-Lavalin matter after Monday, January 14, 2019, and to call as witnesses, as soon as possible: (a) Jessica Prince, former Chief of Staff to Ms. Wilson-Raybould; (b) Katie Telford, Chief of staff to Prime Minister; (c) Elder Marques, Senior Advisor to the Prime Minister; and (d) Mathieu Bouchard, Senior Advisor to the Prime Minister.

Amendment

Lisa Raitt moved, — That the motion be amended by adding after the words “Advisor to the Prime Minister” the following: “; e) Jody Wilson-Raybould”.

After debate, the question was put on the amendment of Lisa Raitt and it was agreed to.

Colin Fraser moved, — That the motion be amended by deleting all the words after the word “That” and substituting the following: “the Committee consider next steps and potential additional witnesses on Tuesday, March 19, 2019.”.

At 4:45 p.m., the sitting was suspended.

At 4:48 p.m., the sitting resumed.

The Committee resumed consideration of the amendment of Colin Fraser, — That the motion be amended by deleting all the words after the word “That” and substituting the following: “the Committee consider next steps and potential additional witnesses on Tuesday, March 19, 2019”.

After debate, the question was put on the amendment of Colin Fraser and it was agreed to on the following recorded division:
