A meeting of the Board of Internal Economy of the House of Commons was held on Monday, September 24, 2012 at 11:30 a.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Gordon O'Connor and Rob Merrifield; Mr. Nathan Cullen; Mrs. Nycole Turmel and Ms. Judy Foote

Tabling of Minutes

The minutes of the meeting of June 11, 2012 were approved for tabling .

Minutes of Previous Meeting

The minutes of the meeting of June 18, 2012 were adopted.

Administration

Arbitral Award concerning the House of Commons

The Board took note of the arbitral award rendered by the Public Service Labour Relations Board (PSLRB) following collective bargaining for the Technical Group bargaining unit.

The Board ratified the collective agreement reached with the Protective Services Bargaining Unit, represented by the Security Services Employees Association (SSEA).

Special Committee on Cooperatives in Canada

The Board approved a budget of $50,000, and directed that the costs related to the hearings of the Special Committee on Cooperatives in Canada be funded from the global envelope for standing committees.

Parliamentary Centre

The Board approved the new 5-year lease of space utilized by the Parliamentary Centre under the same terms as the current lease.

Members' Allowances and Services

Savings in Other Personnel Costs

The Board agreed that Members' staff be granted vacation leave in lieu of automatic lump sum vacation payments, effective January 2014. The Board further agreed that this initiative would obviate the necessity for proposed cuts to the Members' Office Budget (MOB) for fiscal year 2012-2013.

Language Training

The Board was provided with information on language training services administered by the House Administration. The Board requested further statistics in December of this year.

Other Business

The Board took note of a letter sent by the Minister of Canadian Heritage and Official Languages .

The Board was informed that its Sub-Committee on Security of the Parliamentary Precinct will meet very shortly.

The Board agreed that its meetings will now be held on Mondays, at 11:15 a.m. instead of 11:30 a.m.

The Board was informed that on Wednesday, September 26 from 8:30 a.m.to 10:00 a.m., members could view a prototype of the new seating arrangements that will be installed temporarily in the Chamber. The prototype was designed to respond to the need to accommodate thirty (30) more MPs in the Chamber, further to the adoption of the Fair Representation Act .
