Meeting No. 45

Tuesday, June 17, 2014

The Standing Committee on Procedure and House Affairs met in a televised session at 11:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Preston, presiding.

Members of the Committee present: Brad Butt, David Christopherson, Kevin Lamoureux, Tom Lukiwski, Ted Opitz, Joe Preston, Scott Reid and Blake Richards.

Acting Members present: Rosane Doré Lefebvre for Alexandrine Latendresse and Peter Julian for Craig Scott.

In attendance: House of Commons: Jean-François Pagé, Procedural Clerk . Library of Parliament: Andre Barnes, Analyst ; Erin Virgint, Research Assistant.

Pursuant to Standing Order 106(4), the Committee commenced consideration of the request by three members of the Committee to consider the matter of the use of House of Commons resources by the Official Opposition.

A point of order was raised by David Christopherson regarding the scheduling by the Chair of the meeting under Standing Order 106(4).

RULING BY THE CHAIR

The Chair ruled that when the Chair of a committee receives a letter signed by three or more members of the Committee asking for a meeting on an individual topic under Standing Order 106(4), that meeting must be scheduled within five days and that, as provided on pages 1083-84 of House of Commons Procedure and Practice, Second Edition, the Chair may agree to consider the request at a regular meeting of the Committee.

Whereupon, David Christopherson appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 5; NAYS: 3.

Tom Lukiwski moved, — That, in relation to the Committee’s study of use of House of Commons resources by the Official Opposition, the Clerk of the Committee check the availability of the Law Clerk and invite him forthwith to appear at the earliest opportunity.

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

At 12:18 p.m., the Committee adjourned to the call of the Chair.
