The Standing Committee on Access to Information, Privacy and Ethics met in camera at 3:30 p.m. this day, in Room 253-D, Centre Block, the Vice-Chair, Patricia Davidson, presiding.

 

Members of the Committee present: Charlie Angus, Charmaine Borg, Ray Boughen, Paul Calandra, Patricia Davidson, Larry Maguire, Tilly O'Neill Gordon, Scott Simms and Bob Zimmer.

 

In attendance: Library of Parliament: Miguel Bernal-Castillero, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

It was agreed, — That the order of today's agenda be reversed.

 

It was agreed, — That the Committee proceed to sit in public.

 

Accordingly, the sitting continued in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Charlie Angus moved, — That pursuant to Standing Order 108(3)(h), the Committee undertake a study on the report of the Conflict of Interest and Ethics Commissioner entitled “The Finley Report”, March 10th 2015; that the Committee include in its study the Prime Minister’s guidance document to Ministers, Ministers of State, and Parliamentary Secretaries; that the Committee include in its study broadening section 7 of the Conflict of Interest Act; that the Committee invite as part of the study the Conflict of Interest and Ethics Commissioner of Canada, M.P. Peter Kent, former M.P. John Baird, Minister Finley, PMO Chief of Staff Ray Novak, Nigel Wright, Rabbi Mendelsohn, and Mr. Paquette who was the Senior Assistant Deputy Minister at HRSDC; and that the Committee report its findings to the House.

Debate arose thereon.

 

Paul Calandra moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Ray Boughen, Paul Calandra, Larry Maguire, Tilly O'Neill Gordon, Bob Zimmer — 5; NAYS: Charlie Angus, Charmaine Borg, Scott Simms — 3.

 

At 3:43 p.m., the sitting was suspended.

At 3:45 p.m., the sitting resumed in camera.

 
The Committee resumed consideration of matters related to Committee business.
 
Pursuant to Standing Order 108(3)(h) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the growing problem of identity theft and its economic impact.
 
The Committee proceeded to give drafting instructions to the analysts for a report.
 

At 4:00 p.m., the Committee adjourned to the call of the Chair.
