The Standing Committee on Justice and Human Rights met at 3:27 p.m. this day, in Room 306, La Promenade Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Dan Albas, Scott Armstrong, Françoise Boivin, Robert Goguen, Pierre Jacob, Hoang Mai, Wayne Marston, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Hon. Mauril Bélanger for Hon. Irwin Cotler, Blaine Calkins for Brent Rathgeber and Isabelle Morin for Wayne Marston.

 

Associate Members present: Joy Smith.

 

In attendance: Library of Parliament: Cynthia Kirkby, Analyst; Laura Barnett, Analyst.

 

Witnesses: Maria Mourani, M.P., Ahuntsic. City of Montreal Police Service (SPVM): Dominic Monchamp, Detective Sergeant, Multidisciplinary Investigations and Youth Coordination Unit for the West Region, Vice Section. Winnipeg Police Service: Gordon Perrier, Inspector, Criminal Investigation Bureau, Division #43 (Major Crime Division).

 
Pursuant to the Order of Reference of Wednesday, March 6, 2013, the Committee commenced consideration of Bill C-452, An Act to amend the Criminal Code (exploitation and trafficking in persons).
 

Maria Mourani made a statement and answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

Dominic Monchamp and Gordon Perrier made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $600, for the study of Bill S-209, An Act to amend the Criminal Code (prize fights), be adopted.

 

It was agreed, — That a proposed budget in the amount of $3,000, for the study of Bill C-444, An Act to amend the Criminal Code (personating peace officer or public officer), be adopted.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
