The Standing Committee on Justice and Human Rights met at 3:29 p.m. this day, in Room 306, La Promenade Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Dan Albas, Scott Armstrong, Françoise Boivin, Robert Goguen, Pierre Jacob, Hoang Mai, Mike Wallace and David Wilks.

 

Acting Members present: Joyce Bateman for Kyle Seeback, Blaine Calkins for Brent Rathgeber, Alain Giguère for Wayne Marston, Sana Hassainia for Wayne Marston and David J. McGuinty for Hon. Irwin Cotler.

 

In attendance: House of Commons: Mike MacPherson, Legislative Clerk. Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Earl Dreeshen, M.P., Red Deer. As individuals: Jordan Knelsen-Long; Laurie Long. Department of Justice: Karen Markham, Counsel, Criminal Law Policy Section.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Sixth Report from the Subcommittee on Agenda and Procedure. The Report, as amended was concurred in and read as follows:

1. That the Committee study Bill C-444, An Act to amend the Criminal Code (personating peace officer or public officer), by hearing witnesses during the first hour of Monday, April 22, 2013.

2. That the Committee proceed to the clause-by-clause consideration of C-444, An Act to amend the Criminal Code (personating peace officer or public officer), during the second hour of Monday, April 22, 2013.

3. That the Committee study Bill C-452, An Act to amend the Criminal Code (exploitation and trafficking in persons), by hearing witnesses on Monday, April 29, on Wednesday, May 1 and during the first hour of Monday, May 6, 2013.

4. That the Committee proceed to the clause-by-clause consideration of Bill C-452, An Act to amend the Criminal Code (exploitation and trafficking in persons), during the second hour of Monday, May 6, 2013.

 
Pursuant to the Order of Reference of Thursday, February 14, 2013, the Committee commenced consideration of Bill C-444, An Act to amend the Criminal Code (personating peace officer or public officer).
 

The Chair called Clause 1.

 

Earl Dreeshen made a statement and answered questions.

 

At 4:24 p.m., the sitting was suspended.

At 4:27 p.m., the sitting resumed.

 

Laurie Long made a statement and, with Jordan Knelsen-Long, answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 4:48 p.m., the sitting was suspended.

At 4:50 p.m., the sitting resumed.

 

At 4:51 p.m., the Committee adjourned to the call of the Chair.
