The Standing Committee on Transport, Infrastructure and Communities met at 9:05 a.m. this day, in Room 308, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Dennis Bevington, Lois Brown, Bonnie Crombie, Sukh Dhaliwal, Roger Gaudet, Brian Jean, Mario Laframboise, Colin Mayes, Merv Tweed, Hon. Joseph Volpe and Jeff Watson.

 

Acting Members present: Olivia Chow for Dennis Bevington and Russ Hiebert for Blake Richards.

 

In attendance: Library of Parliament: John Christopher, Analyst; Jean Dupuis, Analyst.

 

Witnesses: International Air Transport Association: Kenneth Dunlap, Director, Security and Travel Facilitation (Global). International Helicopter Safety Team: Somen Chowdhury, Executive Committee member; Sylvain Séguin, Co-Chair, Canadian Joint Helicopter Safety Analysis Team.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March, 25, 2010, the Committee resumed its study of Aviation Safety and Security.
 

The witnesses made statements and answered questions.

 

At 10:33 a.m., the sitting was suspended.

At 10:36 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Olivia Chow moved, — That this Committee supports the introduction of a regulation under the Motor Vehicle Safety Act requiring side under-run guards for large trucks and trailers to prevent cyclists and pedestrians from being pulled under the wheels of these vehicles.

Debate arose thereon.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Olivia Chow — 1; NAYS: Lois Brown, Roger Gaudet, Russ Hiebert, Brian Jean, Mario Laframboise, Colin Mayes, Jeff Watson — 7.

 

Olivia Chow moved, — That the Committee review the urban transit needs in Canada by:

  • examining the possibility of creating a National Public Transit Plan or Act,
  • determining the feasibility of providing long term dedicated funds for public transit,
  • studying the October 2009 report of the Urban Transportation Task Force Report, and
  • reviewing the most recent Canadian Urban Transit Association’s transit infrastructure needs survey results; and,

that pursuant to Standing Order 108 (2), any findings and recommendations based thereon be reported to the House.

Debate arose thereon.

 

On motion of Mario Laframboise, it was agreed, — That the motion be amended by adding after the word “That the Committee review” the following: “, inclusive to its study on High Speed Rail in Canada,”.

 

The motion, as amended, read as follows:

That the Committee review, inclusive to its study of High Speed Rail in Canada, the urban transit needs in Canada by:

  • examining the possibility of creating a National Public Transit Plan or Act,
  • determining the feasibility of providing long term dedicated funds for public transit,
  • studying the October 2009 report of the Urban Transportation Task Force Report, and
  • reviewing the most recent Canadian Urban Transit Association’s transit infrastructure needs survey results; and,

that pursuant to Standing Order 108 (2), any findings and recommendations based thereon be reported to the House.

 

After debate, the question was put on the motion, as amended, and it was agreed to.
