The Standing Committee on Transport, Infrastructure and Communities met in camera at 9:02 a.m. this day, in Room 269, West Block, the Vice-Chair, Joseph Volpe, presiding.

 

Members of the Committee present: Dennis Bevington, Lois Brown, Bonnie Crombie, Roger Gaudet, Brian Jean, Mario Laframboise, Colin Mayes, Hon. Joseph Volpe and Jeff Watson.

 

Acting Members present: Nicolas Dufour for Mario Laframboise, Hon. Keith Martin for Sukh Dhaliwal and Brian Storseth for Blake Richards.

 

In attendance: Library of Parliament: John Christopher, Analyst; Jean Dupuis, Analyst.

 

Witnesses: Air Transport Association of Canada: John McKenna, President and Chief Executive Officer; Michael Skrobica, Vice-President, Industry Monetary Affairs; Bill Boucher, Vice-President, Operations. Helicopter Association of Canada: Fred L. Jones, President and Chief Executive Officer. Quebec Air Transportation Association: Marco Prud'homme, President and General Manager. Northern Air Transport Association: Stephen Nourse, Executive Director.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, April 27, 2010, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Standing Committee on Transport, Infrastructure and Communities rescind its decision of March 25, 2010, to adopt the following motion (and that the order to conduct a study on this subject be discharged):

“That the Standing Committee on Transport, Infrastructure and Communities conduct a study of the impact of the government's deadline of March 31, 2011, for infrastructure stimulus projects and that it invite affected municipal and provincial infrastructure stimulus partners to discuss their ability to complete projects in time and what flexibility may be required to complete projects in a timely, cost effective and fair manner and that the results be reported to the House.”

2. That the Standing Committee on Transport, Infrastructure and Communities conduct a study of the impact of the government's deadline of March 31, 2011, for infrastructure stimulus projects, and December 31, 2010, for the completion of projects under the Recreational Infrastructure Canada Program (RinC) and the Water and Wastewater Pipeline Renewal Program (PRECO), and that the Committee’s work plan for the study include the following:

  • invitations to appear for affected municipal and provincial infrastructure stimulus partners to discuss their ability to complete projects in time and what flexibility may be required to complete projects in a timely, cost effective and fair manner;
  • an examination of any success stories and research into ways of helping stakeholders complete projects on time;
  • hearings to be held in June 2010; and
  • that the results be reported to the House.

3. That in relation to the Committee’s study of the Recall of Vehicles Manufactured by the Toyota Motor Corporation:

  • that the Chair write to the U.S. Department of Transport to request the data they received from Toyota that came from Canada and Europe;
  • that the Clerk request from Toyota Canada Inc. the follow-up information on European incidents, previously requested by the Committee on March 16, 2010; and
  • that the Clerk work with the Department to identify all the documents available in both official languages from its most recent package on Toyota, and distribute them to members of the Committee as soon as possible.

4. That the Committee resume its study of the Management and Operations of Canada Post which was undertaken in the 2nd Session of the 40th Parliament, and that the evidence and documentation previously received be taken into consideration in this Session.

5. That the following meetings be added to the calendar:

  • that Purolator Courier Ltd be invited to appear on June 1, 2010 in relation to the Committee’s study of the Management and Operations of Canada Post;
  • that a meeting on the Toyota study be held on June 3, 2010; and
  • that the study of Bill C-442, the National Holocaust Monument Act be held on June 10, 2010.
 

It was agreed, — That the report of the Subcommittee be concurred in.

 

At 9:11 a.m., the sitting was suspended.

At 9:15 a.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March, 25, 2010, the Committee resumed its study of Aviation Safety and Security.
 

John McKenna, Fred L. Jones, Marco Prud'homme and Stephen Nourse made statements and, with Bill Boucher and Michael Skrobica, answered questions.

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
