The Standing Committee on Canadian Heritage met at 11:04 a.m. this day, in Room 853, 131 Queen St., the Chair, Gary Ralph Schellenberger, presiding.

 

Members of the Committee present: Charlie Angus, Rod Bruinooge, Dean Del Mastro, Ruby Dhalla, Royal Galipeau, Carole Lavallée, Roger Pomerleau, Pablo Rodriguez, Gary Ralph Schellenberger, Scott Simms and Tim Uppal.

 

Acting Members present: Randy Kamp for Nina Grewal.

 

In attendance: Library of Parliament: Michael Dewing; Marion Ménard.

 

Witnesses: Icahn Associates Corp. and Affiliated Companies: Keith Schaitkin. Osler, Hoskin & Harcourt LLP: Shuli Rodal; Donald Ross. Department of Canadian Heritage: Jean-Pierre Blais, Cultural Affairs; Missy Marston-Shmelzer, Investments.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Carole Lavallée moved, — That, given the significance of these cultural events, the Committee condemns the harsh manner in which Industry Canada cancelled its financial assistance to the Francofolies de Montréal and the Gay Pride Festival, and the Committee recommends that the government reinstate funding to these two events immediately.

Debate arose thereon.

 

Carole Lavallée moved, — That the motion be amended by replacing the words “the Francofolies de Montréal and the Gay Pride Festival” with the words “various events” and that the word “two” be deleted.

Debate arose thereon.

 

After debate, the question was put on the amendment of Carole Lavallée and it was agreed to.

 

The motion, as amended, read as follows:

That, given the significance of these cultural events, the Committee condemns the harsh manner in which Industry Canada cancelled its financial assistance to various events, and the Committee recommends that the government reinstate funding to these events immediately.

 

Carole Lavallée moved, — That the Committee invite senior officials from Industry Canada to appear to explain why major festivals such as the Francofolies de Montréal and the Toronto Gay Pride Festival had their funding withdrawn without notice.

Debate arose thereon.

 

Charlie Angus moved, — That the motion be amended by deleting the words “why major festivals such as the Francofolies de Montréal and the Toronto Gay Pride Festival had their funding withdrawn without notice” and to add after the word “explain” the following words “the decision process on festival funding” .

 

After debate, the question was put on the amendment of Charlie Angus and it was agreed to.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Committee invite senior officials from Industry Canada to appear to explain the decision process on festival funding.

 

At 11:25 a.m., the sitting was suspended.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, May 11, 2010, the Committee commenced its study on the attempted takeover of Canadian film production and distribution firm, Lionsgate Entertainment Corporation.
 

Keith Schaitkin made a statement and answered questions.

 

At 12:19 p.m., the sitting was suspended.

At 12:23 p.m., the sitting resumed.

 

Jean-Pierre Blais made a statement and with Missy Marston-Shmelzer answered questions.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
