The Standing Committee on Public Safety and National Security met at 11:18 a.m. this day, in Room 269, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Hon. Sue Barnes, Garry Breitkreuz, Gord Brown, Hon. Raymond Chan, Hon. Irwin Cotler, Hon. Roy Cullen, Laurie Hawn, Dave MacKenzie, Serge Ménard, Maria Mourani and Rick Norlock.

 

Acting Members present: Catherine Bell for Joe Comartin and Brian Masse for Joe Comartin.

 

In attendance: Library of Parliament: Philip Rosen, Principal; Robin MacKay, Analyst.

 

Witnesses: Royal Canadian Mounted Police: Pierre-Yves Bourduas, Deputy Commissioner, Federal Services and Central Region; Barbara George, Deputy Commissioner, Human Resources. Department of Human Resources and Social Development: Fulvio Fracassi, Director General, National Labour Operations. Canada Border Services Agency: Alain Jolicoeur, President; Barbara Hébert, Vice-President, Operations Branch.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of Arming of Canada Border Service Agency Officers.
 

Alain Jolicoeur, Fulvio Fracassi and Pierre-Yves Bourduas made statements and, with the other witnesses, answered questions.

 

At 12:51 p.m., the sitting was suspended.

At 12:53 p.m., the sitting resumed in camera.

 

The Chair presided over the election of the first Vice-Chair.

 

It was agreed, — That Roy Cullen be elected as First Vice-Chair of the Committee.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee invite the following witnesses to appear in relation to their study on Bill C-286: Steven Blaney, representatives from Jonction-Elle, officials from the Department of Justice, officials from the RCMP Witness Protection Program and representatives from provincial programs to protect abused spouses.

 

At 1:22 p.m., the Committee adjourned to the call of the Chair.
