Meeting No. 77

Wednesday, May 8, 2002

The Standing Committee on Health met at 3:41 p.m. this day, in Room 362, East Block, the Chair, Bonnie Brown, presiding.

Members of the Committee present: Reg Alcock, Bonnie Brown, Jeannot Castonguay, Brenda Chamberlain, Rob Merrifield, Hélène Scherrer, Judy Sgro, Carol Skelton, Yolande Thibeault.

Acting Member present: Bernard Bigras for Diane Bourgeois.

In attendance: From the Library of Parliament: Nancy Miller Chenier; Sonya Norris and Monique Hébert, Research Officers.

Witnesses: From the Office of the Auditor General: Johanne Gélinas, Commissioner of the Environment and Sustainable Development; John Reed, Principal, Office of the Commissioner of the Environment and Sustainable Development. From the "Association québécoise de la gestion parasitaire": Austin Leavey, President. From the Canadian Horticultural Council: Dean Thomson, Chairman, Crop, Plant Protection and Environment Committee. From the Federal Provincial Territorial Committee on Pest Management and Pesticides (PMRA): Ken Plews, Past Co-Chairman. From the Grain Growers of Canada: Don McCabe, Chairman, Environment Committee. From the Halifax Regional Municipality: Stephen King, Manager-Senior Advisor, Parks and Natural Services. From Pulse Canada: Mark Goodwin, Pest Management Co-Ordinator.

The Committee resumed consideration of Bill C-53, An Act to protect human health and safety and the environment by regulating products used for the control of pests (See Minutes of Proceedings, Tuesday, April 16, 2002, Meeting No. 66).

Joanne Gélinas made a statement and, with John Reed, answered questions.

It was agreed, --That the deadline for the submission of amendments, either to the clerk or to the legislative counsel, will be 5:00 p.m. on Thursday, May 16, 2002.

Austin Leavey, Dean Thomson, Ken Plews, Don McCabe, Stephen King, and Mark Goodwin made statements and answered questions.

At 5:38 p.m., the Committee adjourned to the call of the Chair.
