MINUTES OF PROCEEDINGS

Meeting No. 31

Tuesday, September 26, 2000

The Standing Committee on Public Accounts met in camera at 3:45 p.m. this day, in Room 308, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Hec Clouthier, Marlene Jennings, Steve Mahoney, Philip Mayfield, Gilles-A. Perron, John Richardson, Benoît Sauvageau, Judy Sgro, Alex Shepherd and John Williams.

Acting Member present: Sophia Leung for Beth Phinney.

In attendance: From the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of matters related to the future business of the Committee.

It was agreed, - That the Committee schedule meetings as follows:

  • Tuesday, September 26, from 3:30 p.m. to 5:30 p.m., to consider matters related to the future business of the Committee and Draft Reports to the House respecting Chapters 3, 6 and 7 of the April 2000 Report of the Auditor General;
  • Thursday, September 28, from 3:30 to 5:30 p.m., to resume consideration of the Draft Reports, if required;
  • Tuesday, October 3, from 3:30 p.m. to 5:30 p.m., on Chapter 9 (Human Resource Management) of the April 2000 Report of the Auditor General with the Auditor General; Mel Cappe, Clerk of the Privy Council; Scott Serson, President of the Public Service Commission; and Frank Claydon, Secretary of the Treasury Board;
  • Thursday, October 5, from 3:30 p.m. to 5:30 p.m., in relation to Chapter 9 with the Auditor General; representatives of APEX; and Dan Quiggley of the National Joint Council;
  • Tuesday, October 17, from 10:00 a.m. to 12:30 p.m., an in camera preview of the October 2000 Report of the Auditor General:
  • Wednesday, October 18 from 3:30 p.m. to 5:30 p.m., a meeting of the Sub-committee on International Financial Reporting Guidelines and Standards to consider a Draft Report; and
  • Thursday, October 19, at 3:30 p.m., with the Auditor General on the October 2000 Report of the Auditor General.

It was ordered, - That the deadline of the Sub-Committee on International Financial Reporting Guidelines and Standards for the Public Sector to report its findings and recommendations to the Standing Committee be extended to November 30, 2000.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of a Draft Report respecting Chapter 6 (Canada Customs and Revenue Agency and Department of Finance -- Handling Tax Credit Claims for Scientific Research and Experimental Development) of the April 2000 Report of the Auditor General of Canada.

It was agreed, - That the Draft Report, as amended, be concurred in.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was ordered, - That the Report, as amended, be presented by the Chair of the Committee to the House of Commons.

It was ordered, - That the Chair of the Committee send a letter to the Canada Customs and Revenue Agency requesting information on what measures the Agency has taken to promote the Tax Credit for Scientific Research and Experimental Development Program and to encourage the Agency to increase its promotion of the program.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of a Draft Report respecting Chapter 7 (Royal Canadian Mounted Police -- Services for Canada's Law Enforcement Community) of the April 2000 Report of the Auditor General of Canada.

It was agreed, - That the Draft Report, as amended, be concurred in.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was ordered, - That the Report, as amended, be presented by the Chair of the Committee to the House of Commons.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of a Draft Report respecting Chapter 3 (Citizenship and Immigration Canada - The Economic Component of the Canadian Immigration Program) of the April 2000 Report of the Auditor General of Canada.

It was agreed, - That the Draft Report, as amended, be concurred in.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was ordered, - That the Report, as amended, be presented by the Chair of the Committee to the House of Commons.

At 4:58 p.m., the Committee adjourned to the call of the Chair.
