MINUTES OF PROCEEDINGS

Meeting No. 30

Tuesday, June 13, 2000

The Standing Committee on Public Accounts met at 4:09 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: John Finlay, Mac Harb, Marlene Jennings, Steve Mahoney, Philip Mayfield, Beth Phinney, Benoît Sauvageau, Judy Sgro, Alex Shepherd and John Williams.

In attendance: From the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.

Witnesses: From the Treasury Board of Canada - Secretariat: Richard Neville, Deputy Comptroller General; John Morgan, Director, Financial Management and Accounting Policy, Comptrollership Branch; Frank Claydon, Secretary of the Treasury Board and Comptroller General of Canada.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of the request dated May 18, 2000 from the Secretariat of the Treasury Board respecting a waiver of publication in the Public Accounts of Canada.

Richard Neville made an opening statement and, with John Morgan, answered questions.

It was agreed, - That the Committee accede to the request for the publication waiver in the Public Accounts of Canada for the fiscal year ending March 31, 2000 and the fiscal year ending March 31, 2001, respecting the ex gratia payments of special benefits to merchants navy veterans as requested in the letter dated May 18, 2000 from Richard J. Neville, Deputy Comptroller General, provided that the nature, the number and total amount of payments is published in the Public Accounts of Canada and that a detailed list of individual recipients and payments is made available by the Department of Veteran Affairs to any person requesting the information.

At 4:20 p.m., the sitting was suspended.

At 4:22 p.m., the sitting resumed.

Pursuant to Standing Orders 110 and 111, the Committee proceeded to the consideration of the Order in Council appointment of Frank Claydon as Secretary of the Treasury Board and Comptroller General of Canada (Deemed referred to the Committee on April 11, 2000, pursuant to Standing Order 32(6)).

Frank Claydon made an opening statement and, with Richard Neville, answered questions.

At 5:16 p.m., the Committee adjourned to the call of the Chair.
