MINUTES OF PROCEEDINGS

Meeting No. 56

Tuesday, June 13, 2000

The Standing Committee on Foreign Affairs and International Trade met in camera at 3:42 p.m. this day, in Room 269, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Colleen Beaumier, Maud Debien, Bill Graham, Francine Lalonde, Diane Marleau, Ted McWhinney, Denis Paradis, Bernard Patry, Svend Robinson, Yves Rocheleau, Bob Speller.

Acting Members present: Sarmite Bulte for Hon. Fred Mifflin; Eleni Bakopanos for Hon. Fred Mifflin; Stéphan Tremblay for Yves Rocheleau; Lee Morrison for Deepak Obhrai.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

It was agreed, -- That, in relation to its study on Canada’s economic relations with Europe, the Sub-Committee on International Trade, Trade Disputes and Investment be authorised to postpone the proposed dates of travel to Europe to October 23-November 4, 2000.

Ordered, --That the Chair request in writing that the Minister of Foreign Affairs respond to the Committee's Fifth Report regarding sanctions against Iraq tabled in the House of Commons on April, 12, 2000, as soon as possible.

Pursuant to Standing Order 108(2), the Committee resumed consideration of a draft report on the conflict and post-conflict periods in Kosovo.

It was agreed, --That the draft Resolution (as amended) be adopted as the Committee's Eighth Report to the House and that the Chair be instructed to present it to the House.

It was agreed, --That the Chair be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the draft Report.

It was agreed, --That, pursuant to Standing Order 108(1)(a), the Committee authorize the printing of the dissenting or supplementary opinions in this Report immediately after the signature of the Chair, that they be limited to not more than 3 pages, and delivered in both official languages, to the Clerk of the Committee by 11:00 a.m. on Wednesday, June 14, 2000.

That, pursuant to Standing Order 109, the Committee request that the Governement table a comprehensive response to the Report within one hundreth and fifty (150) days.

At 5:20 p.m., the sitting was suspended.

At 6:50 p.m., the sitting resumed.

Pursuant to Standing Order 108(2), the Committee resumed consideration of Canada's foreign policy interests in South Caucasus and Central Asia.

Pursuant to Standing Order 108(2), the Committee considered the Report of the Sub-Committee on Agenda and Procedure.

On motion of Jean Augustine, the Fourth Report of the Sub-Committee on Agenda and Procedure was concurred in.

Pursuant to Standing Order 108 (2), the Committee resumed consideration of Globalization.

It was agreed, --That the Committee would reconsider the question of scheduling further meetings on this issue in the fall.

At 7:50 p.m., the Committee adjourned to the call of the Chair.
