MINUTES OF PROCEEDINGS

Meeting No. 71

Monday, October 5, 1998

The Standing Committee on Foreign Affairs and International Trade met at 3:15 p.m. this day, in Room 112-N, Centre Block, for the purpose of electing a Chair pursuant to Standing Order 106(2).

Members of the Committee present: Sarkis Assadourian, Colleen Beaumier, John Cannis, Maud Debien, Bob Mills, Charlie Penson, Jerry Pickard, Svend Robinson, Bob Speller, Daniel Turp.

Acting Members present: John Finlay for Jean Augustine; Marlene Jennings for Hon. Sheila Finestone; Marlene Catterall for Bill Graham; Robert Bertrand for Bernard Patry; Roy Cullen for Julian Reed; Gurmant Grewal for Darrel Stinson; Christiane Gagnon for Benoît Sauvageau; John Herron for André Bachand.

In attendance: From the Parliamentary Research Branch Library of Parliament: James Lee; Gerald Schmitz, Researchers.

The Clerk presided over the election of the Chair.

On motion of Sarkis Assadourian, seconded by Svend Robinson, it was unanimously agreed, -That Bill Graham be elected Chair of this Committee.

Accordingly Bill Graham was declared duly elected Chair of the Committee in absentia.

Charlie Penson moved, -That Bob Mills do take the Chair as Acting Chair of the Committee.

Colleen Beaumier moved, -That Marlene Catterall do take the Chair as Acting Chair of the Committee.

The question being put on the motion of Charlie Penson, it was agreed to.

Accordingly, Bob Mills was declared duly elected Acting Chair of the Committee and took the Chair.

On motion of Jerry Pickard, it was agreed, That Colleen Beaumier be elected Vice-Chair of the Committee.

Charlie Penson moved, -That Bob Mills be elected Vice-Chair of the Committee.

On motion of Marlene Catterall, it was agreed, -That Colleen Beaumier do take the Chair as Acting Chair of the Committee.

Accordingly, Colleen Beaumier took the Chair as Acting Chair of the Committee.

And the question being put on the motion of Charlie Penson, it was agreed, -That Bob Mills be declared duly elected Vice-Chair of the Committee.

Daniel Turp gave notice of a motion which is as follows:

Under Standing Order 108(1) of the House of Commons, that the Committee on Foreign Affairs and International Trade require that the Minister of Foreign Affairs produce papers and documents dealing with the preparations for and the holding of the Asia-Pacific Economic Co-operation (APEC) Conference in Vancouver in 1997, and in particular:

  • documents prepared by the Department of Foreign Affairs and International Trade regarding the preparations for and the holding of this Conference;
  • correspondence between the Minister or officers of the Department of Foreign Affairs and International Trade and participating governments, in particular the Government of Indonesia;
  • the Minister’s briefing notes, all correspondence, both written and electronic, exchanged within the Department before and during the Conference, and in particular any memos dealing with the delegation from the Government of Indonesia;
  • any additional documentation regarding security issues coming under the jurisdiction of the Minister and the Department of Foreign Affairs and International Trade, and in particular memos dealing with the delegation from the Government of Indonesia.

On motion of Daniel Turp, it was agreed, -That the Committee do now adjourn.

At 3:27 p.m., the Committee adjourned to the call of the Chair.
