Meeting No. 70
Thursday, October 1st, 1998
The Standing Committee on Foreign Affairs and International Trade met at 10:06 a.m. this day, in Room 308, West Block, the Chair, Bill Graham , presiding.
Members of the Committee present: Sarkis Assadourian, Jean Augustine, André Bachand, John Cannis, Maud Debien, Bill Graham, Benoît Sauvageau, Bob Mills, Julian Reed, Svend Robinson, Bob Speller, Darrel Stinson, Daniel Turp.
Acting Members present: Bernard Patry for Raymonde Folco; Randy White for Gurmant Grewal; Monique Guay for Benoît Sauvageau; Ivan Grose for Colleen Beaumier; Shaughnessy Cohen for Denis Paradis; Preston Manning for Charlie Penson.
Other Members present: Jim Abbott; John O'Reilly.
In attendance: From the Library of Parliament: James Lee.
The Committee convened to consider of a motion proposed by Bob Mills, M.P. regarding an examination by the Committee of the events surrounding protests at the APEC Conference in Vancouver 1997.
Bob Mills moved, --That pursuant to section 18 of the Constitution Act, section 4 of the Parliament of Canada Act and section 108(2) of the Standing Orders, that this Committee study and report back to the House on the events surrounding the suppression of a legal protest of the APEC conference in Vancouver in 1997 and that the following people be called before this committee as witnesses:
- The Right Honourable Prime Minister Jean Chrétien;
- The Honourable Lloyd Axworthy;
- Mr. Jean Pelletier (Chief of Staff); and,
- Mr. Jean Carle (Former Director of Operations within the PMO).
And debate arising thereon.
It was agreed, --That the Chair, on behalf of the Committee, request from the Government a breakdown of the expenditures of the Government contribution to the Peoples Summit on the APEC Leaders Summit in Vancouver in 1997.
Randy White moved, --That the motion be amended by inserting after the word "House" the following: "immediately following the presentation of the report of the RCMP Public Complaints Commission".
And debate arising thereon.
Svend Robinson gave notice of a motion which is as follows: That the Committee hold hearings on the role of Canada at the upcoming APEC Summit in Malaysia, and that the Foreign Minister and Prime Minister be invited to appear before the Committee.
Svend Robinson gave notice of a motion which is as follows: That this Committee urge the Solicitor General to provide legal assistance to the complainants appearing before the RCMP Public Complaints Commission.
