MINUTES OF PROCEEDING
(Meeting No. 11)

TUESDAY, NOVEMBER 4, 1997

The Standing Committee on Environment and Sustainable Development met at 9:07 o’clock a.m., this day, in room 269, West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Aileen Carroll, Rick Casson, Yvon Charbonneau, Bill Gilmour, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, David Pratt.

Acting Members present: Clifford Lincoln for Roger Gallaway.

Other Members present: Gérard Asselin.

In attendance: From the Research Branch of the Library of Parliament
: Bill Murray, Research Officer.

Witnesses: From the Office of the Auditor General: Brian Emmett, Commissioner of the Environment and Sustainable Development; Maria Barrados, Assistant Auditor General. From Natural Resources Canada: Bill Jarvis, Director General, Energy Efficiency Branch; Peter Easton, Senior Policy Analyst, Energy Efficiency Branch.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of climate change issues in relation to Canadian preparations for the Conference of the Parties on the U.N. Convention on Climate Change (See Minutes of Proceedings, dated Thursday, October 23, 1997, Meeting no. 6).

Brian Emmett, Maria Barrados and Bill Jarvis made opening statements and, with Peter Easton, answered questions.

At 11:08 o’clock p.m., the Committee adjourned to the call of the Chair.
