GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Canadian Heritage of Bill C-26, An Act to amend the National Library Act.

Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada), for Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Canadian Heritage.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read a second time and, by unanimous consent, referred to a Committee of the Whole.

The Committee considered the Bill and reported it without amendment.

Pursuant to Standing Order 76.1(12), Mr. Rock (Minister of Justice and Attorney General of Canada), for Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Eggleton (President of the Treasury Board), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

By unanimous consent, the Order was read for the third reading of Bill C-26, An Act to amend the National Library Act.

Tabling of Documents

Pursuant to Standing Order 79(3), the Speaker read a message from His Excellency the Governor General, presented by Mr. Martin (Minister of Finance).

Message on Estimates

    His Excellency the Governor General transmits to the House of Commons Supplementary Estimates (A) of sums required for the service of Canada for the fiscal year ending on the 31st March, 1995, and, in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

Accordingly, the document entitled ``Supplementary Estimates (A), 1994-95'' was laid upon the Table. -- Sessional Paper No. 8520-351-81.

Presenting Reports from Committees

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 23nd Report of the Committee, which was as follows:

Mr. LeBlanc (Cape Breton Highlands -- Canso), from the Standing Committee on Human Resources Development, presented the 2nd Report of the Committee (Votes 1, 5, 10, 15, 20, 25, 30, 35, 40 and 45 under HUMAN RESOURCES DEVELOPMENT -- Main Estimates 1994-95). -- Sessional Paper No. 8510-351-12.

A copy of the relevant Minutes and Proceedings and Evidence (Issues Nos. 12, 13, 15, 16 and 18 which includes this Report) was tabled.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Minister of Finance), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), Bill C-32, An Act to amend the Excise Tax Act, the Excise Act and the Income Tax Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled: ``An Act to amend the Excise Tax Act, the Excise Act and the Income Tax Act''.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Wappel (Scarborough West), seconded by Mr. Lee (Scarborough -- Rouge River), Bill C-252, An Act to amend the Canada Elections Act (review of nomination papers), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Boudria (Glengarry -- Prescott -- Russell), seconded by Mr. Szabo (Mississauga South), Bill C-253, An Act to amend the Criminal Code (abortion), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
